Allows taxpayers to contribute to the tuition assistance program fund on personal income tax forms; establishes the gifts to the tuition assistance program fund.
Prohibits city agencies in a city having a population of one million or more from contracting with a limited liability company unless such limited liability company discloses the names and addresses of persons having limited liability for the contractual obligations and other liabilities of the company.
Increases the penalties for purposefully obstructed license plates including the suspension of a vehicle's registration if the vehicle owner does not remove the artificial or synthetic material or substance that conceals or obscures the license plate or does not purchase new license plates.

Relates to temporary certificates of compliance or occupancy; permits a single ninety day extension for temporary certificates of compliance or occupancy; requires a civil penalty of $20,000 for any violation regarding certificates of compliance or occupancy.
