AN ACT relating to voter registration; requiring each county clerk to use, or contract with a person authorized by the United States Postal Service to use, the data compiled by the United States Postal Service concerning changes of address of its postal patrons to correct certain portions of the statewide voter registration list; requiring the county clerk to publish on the Internet website of the county clerk the number of persons removed from the statewide voter registration list using such data; and providing other matters properly relating thereto.

AN ACT relating to business; authorizing the Secretary of State to adopt regulations to decrease the amount of the fee for the issuance or renewal of a state business license and certain filing fees paid by business entities; authorizing the Secretary of State to adopt regulations to decrease certain penalties and fees for failing to obtain or renew a state business license or timely file certain documents; revising provisions governing the renewal of a state business license; requiring an electronic mail address to be included in certain filings related to registered agents; authorizing the Office of the Secretary of State to accept records written in a language other than English under certain circumstances; revising provisions governing acceptance by the Secretary of State of certain documents on behalf of a business entity whose name includes certain words associated with professions regulated by the State Board of Architecture, Interior Design and Residential Design; eliminating fees for the filing of documents to dissolve or cancel the registration of a business entity; revising provisions governing the registration of trademarks, trade names and service marks with the Secretary of State; authorizing the Board to accept proof of receipt of the Pritzker Architecture Prize in lieu of an examination for registration as an architect; and providing other matters properly relating thereto.

AN ACT relating to public safety; establishing requirements for the reporting by law enforcement agencies of certain information concerning violations of the prohibition against driving or being in actual physical control of a vehicle while under the influence of alcohol or certain controlled substances; revising provisions governing the measurement of the concentration of alcohol in the blood or breath of a person who was driving, operating or in actual physical control of certain vehicles or vessels; and providing other matters properly relating thereto.

AN ACT relating to veterinary medicine; revising the list of activities that constitute the practice of veterinary medicine to exclude the subcutaneous implantation of an identification microchip into an animal; and providing other matters properly relating thereto.

AN ACT relating to alcoholic beverages; revising provisions governing the review and approval of applications for certain licenses related to the distribution of alcoholic beverages; authorizing the Department of Taxation to conduct certain investigations and hearings; revising provisions governing the suspension or revocation of certain licenses related to the distribution of alcoholic beverages; and providing other matters properly relating thereto.

AN ACT relating to transportation; revising the required qualifications of a Deputy Director of the Department of Transportation; revising the highway projects for which the Department is required to prepare a written cost-benefit analysis; revising provisions governing the award of contracts by the Department; increasing the maximum cost of a project for which the Department may use informal bidding procedures; revising provisions relating to advertisement and submission of bids for work; increasing the amount that the Department may spend to purchase equipment without approval from the Board of Directors of the Department; revising requirements for the provision of certain notices by the Department; and providing other matters properly relating thereto.

AN ACT relating to motor vehicles; expanding to certain employees of the Department of Motor Vehicles the authority to inspect vehicles to determine rightful ownership or possession; authorizing certain employees of the Department to apply for certain court orders and complete necessary affidavits for such orders; prohibiting a person from tampering with a device for the control of emissions of a motor vehicle or removing such a device from a motor vehicle; prohibiting a person from possessing an electronic device capable of tampering with a device for the control of emissions of a motor vehicle; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to taxation; revising the procedure for applying for transferable tax credits for affordable housing; revising provisions governing the transfer of transferable tax credits for affordable housing; revising provisions relating to the amount of transferable tax credits for affordable housing that may be approved; revising provisions relating to the expiration of transferable tax credits for affordable housing; and providing other matters properly relating thereto.

AN ACT relating to governmental administration; revising in skeleton form the powers and duties of the Office of Nevada Boards, Commissions and Councils Standards of the Department of Business and Industry; making various changes in skeleton form to the composition and operation of various boards, commissions, councils and similar bodies; providing in skeleton form for the consolidation and termination of various boards, commissions, councils and similar bodies; and providing other matters properly relating thereto.

AN ACT relating to providers of health care; limiting the amount and circumstances under which a provider of health care may charge to fill out certain forms necessary to take a leave of absence authorized by the Family and Medical Leave Act of 1993; and providing other matters properly relating thereto.

AN ACT relating to manufactured home parks; requiring the Housing Division of the Department of Business and Industry to calculate annually and publish a maximum annual rent increase percentage in manufactured home parks; authorizing certain persons to apply for an exemption to certain requirements relating to increases in rent; revising certain requirements related to increases in rent for certain tenancies in manufactured home parks; and providing other matters properly relating thereto.

AN ACT relating to insurance; requiring, under certain circumstances, an insurer that requires the inspection or further inspection of a motor vehicle for repair relating to a claim to conduct the inspection or further inspection within a certain period of time; providing an administrative penalty; and providing other matters properly relating thereto.

AN ACT relating to public health; requiring the adoption of a framework for the electronic transmittal, maintenance and exchange of certain health information; requiring governmental entities, health care providers, insurers and insurance administrators to maintain, transmit and exchange health information electronically; authorizing the imposition of certain discipline against a health care provider, insurer or insurance administrator that fails to comply with that requirement; authorizing the Director of the Department of Health and Human Services to contract with multiple health information exchanges to perform certain functions; clarifying that certain persons are immune from certain criminal and civil liability for transmitting, accessing, utilizing or disclosing electronic health records in accordance with existing law; establishing and prescribing the duties of the Medicaid Outreach Advisory Committee; requiring the provision of certain coverage under the Children's Health Insurance Program; requiring the Joint Interim Standing Committee on Health and Human Services to conduct certain studies; making an appropriation; and providing other matters properly relating thereto.

AN ACT relating to health care; prohibiting a governmental entity from substantially burdening certain activity relating to reproductive health services under certain circumstances; authorizing a person whose engagement in such activity has been so burdened to assert the violation as a claim or defense in a judicial proceeding; authorizing a court to award damages against a governmental entity that substantially burdens such activity in certain circumstances; expanding required coverage of contraception under the State Plan for Medicaid; making appropriations to and authorizing expenditures by the Division of Health Care Financing and Policy of the Department of Health and Human Services; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring the administrators of certain senior living facilities to ensure that such a senior living facility is equipped with a functional ventilation system; establishing requirements governing the detection of carbon dioxide at such a senior living facility; establishing requirements for the assessment of and any repair, upgrade or installation to heating, ventilation and air-conditioning systems at such senior living facilities; requiring certain personnel to complete and review an assessment report on such a ventilation system; requiring the administrators of certain senior living facilities to prepare a report on work performed on such a ventilation system; providing that such a report is a public record; and providing other matters properly relating thereto.
