Establishes "Fight Unlawful Conduct and Keep Individuals and Communities Empowered Act"; permits civil action for violations of US Constitution related to immigration enforcement.
Directs State Agriculture Development Committee to identify farmland ineligible for county farmland preservation programs, notify owners of State requirements, and invite applications for farmland preservation under State program.
Requires school districts to maintain supply of nasal rescue medication and oxygen for seizure emergencies; provides for training of designees to administer nasal rescue medication and oxygen when school nurse is not physically present.
Requires municipal planning boards and zoning boards of adjustment to incorporate recommendations from certain local environmental commissions on applications for development.
Provides spouses of military servicemembers with gross income tax credit, up to $500, for professional relicensing fees incurred upon relocating to State.
