Permits educational research and services corporation to act as lead agency or contracting unit for procurement of any goods or services and Public Works.
Establishes "Energy Infrastructure Public-Private Partnerships Program"; amends law concerning NJ Infrastructure Bank; and authorizes certain energy contracts under "Public School Contracts Law" and "Local Public Contracts Law" up to 25 years.
Establishes Division of Energy Resource and Development; transfers certain responsibilities from BPU to the Division of Energy Resource and Development.
Establishes Fusion Energy and Technology Incentive Program in EDA to encourage use of power plants for fusion energy and technology purposes; authorizes funds in Global Warming Solutions Fund to support fusion energy and technology facilities.
