Directs Secretary of Higher Education to establish Legislative Youth Council and select institution of higher education in this State as host; makes changes to council's structure to provide flexibility in activities and operations.

Legalizes growing or possessing up to six marijuana plants for personal recreational use, and up to 10 plants for personal medical use, by persons aged 21 or older.

Requires State-chartered financial institutions to increase minimum reserve balances by five times amount of previous year's losses relating to fraud and theft.
Requires candidate and joint candidates close campaign depository accounts not later than seven years following end of service in elected public office or unsuccessful election.
Requires undergraduate students to file degree plan and requires institutions of higher education and certain proprietary institutions to develop pathway systems to graduation.
Prohibits institutions of higher education and degree-granting proprietary institutions from using applications for admission that inquire about applicant's criminal history; establishes "Universal College Application Development Task Force" to develop standard application for admission.
