Establishes threats of violence against prosecutors, law enforcement officers and family members as a second degree crime, subject to No Early Release Act sentencing.
Prohibits entity that receives grant from New Jersey State Council on Arts from scheduling educational courses on days when local school district is closed for religious holiday.
Requires Secretary of Agriculture to establish Farm to School Local Food Procurement Reimbursement Grant Program to reimburse school districts for costs expended in sourcing and procuring local foods for students; appropriates $4,500,000.
Permits court to order counseling for children in households with domestic violence in appropriate cases; establishes presumption of award of custody to domestic violence victim in appropriate cases.
Permits educational research and services corporation to act as lead agency or contracting unit for procurement of any goods or services and Public Works.
Establishes "Energy Infrastructure Public-Private Partnerships Program"; amends law concerning NJ Infrastructure Bank; and authorizes certain energy contracts under "Public School Contracts Law" and "Local Public Contracts Law" up to 25 years.
