Expands eligibility for school transportation services for nonpublic school pupils; repeals law concerning transportation of certain nonpublic school students.

Removes exclusion of affectional or sexual orientation and gender identity or expression from affirmative action programs under public works contracts.
Requires DHS to set reimbursement rates for owners or operators of group homes providing individual support services to certain persons with developmental disabilities.
