Provides that certain sending school districts will continue to have representation on certain receiving boards of education despite decreases in enrollment numbers.

Requires Higher Education Student Assistance Authority to issue vouchers in amount of monthly loan repayment amount for loan borrowers who have child enrolled in Grow NJ Kids-rated child care program.
Makes public officers or employees convicted of certain crimes or found at fault in certain civil actions liable and subject to pension garnishment for public legal expenses and illegally obtained funds.
Establishes "County Tourism Incentive Grant Fund" within Department of Treasury to provide funding for grants to counties to support tourism advertising and promotion.
Authorizes attorneys, county clerks and deputy county clerks who validates affidavit, acknowledge, proof, oath, or affirmation to affix seal indicating authority to perform validation.
