Extends membership in TPAF to 10 years after discontinuance of service and to 15 years for those who were laid off or had 10 or more years of continuous service upon voluntary termination.
Amends Constitution to require Energy Tax Receipts Property Tax Relief Act aid and Consolidated Municipal Property Tax Relief Aid programs be fully funded each year, with dedicated amounts distributed to municipalities.
Establishes motor vehicle insurance compliance programs; allows law enforcement agencies to utilize license plate readers to enforce motor vehicle insurance requirements.
