Permits cosmetology and hairstyling students with at least 60 hours of course instruction in cosmetology and hairstyling to receive student permit to wash hair.
Requires owners of multiple dwellings with at least nine units to provide certain maintenance services; permits municipalities to require owners of multiple dwellings with six to eight units to provide these services.
Requires school districts to provide instruction on history of Latinos and Hispanics as part of implementation of New Jersey Student Learning Standards.
