Requires municipal accounting of abandoned properties before receiving certain State aid; establishes State database of abandoned properties; requires owners of abandoned properties to document rehabilitation efforts.
Proposes amendment to State Constitution to limit members of Senate to three successive terms and members of General Assembly to five successive terms.
Urges President of United States and United States Congress to annually financially compensate every local unit of government in United States where there is located decommissioned nuclear power plant in which spent nuclear fuel is stored.
Makes supplemental appropriation of up to $10 million to DOT for construction of highway guard rail along entirety of Route 208 through Franklin Lakes, Wyckoff, Hawthorne, Glen Rock, Fair Lawn, and Oakland in sections without highway guard rail, where necessary to ensure health and safety of motorists and residents whose properties abut Route 208.
Requires study of ocean energy potential; directs BPU to establish wave and tidal energy generation goals and take other action to establish NJ as nationwide leader in ocean energy.
