Provides that no more than four of the seven public members appointed to the Highlands Water Protection and Planning Council may be of the same political party.

Requires parent or guardian to annually notify school district in writing of intention to home-school child; requires school district to compile and post on district website number of home-schooled children.
Requires certain boards of education to select minimum of three financial institutions or pension management organizations to provide tax sheltered annuity plans.
Provides supplemental appropriation of $20 million for loan redemption program and tuition reimbursement program for certain teachers of science, technology, engineering, and mathematics.
Makes public officers or employees convicted of certain crimes or found at fault in certain civil actions liable and subject to pension garnishment for public legal expenses and illegally obtained funds.
