Requires electric public utilities to develop and apply special rules for large load customers to protect non-large load customers from increased costs.
Provides act of domestic violence or child endangerment committed during state of emergency may be classified one degree higher than underlying offense.
Requires NJTA and SJTA to appear before legislative committees for certain increases; prohibits NJTA and SJTA from increasing certain tolls and charges more than two percent in five-year period.
Provides that State contract for non-commercial sustaining announcements will be awarded as single contract for all State agencies without public advertising for bids.
