Amends Fiscal Year 2020 appropriations act to increase appropriation from "Drug Enforcement and Demand Reduction Fund" to DOH for certain grant purposes.
Directs NJ Infrastructure Bank to establish financing program for electric school buses; allocates $20 million annually in societal benefits charge revenues to NJ Infrastructure Bank for purposes of program.
Expands "Law Against Discrimination" to apply to health programs and activities and to prohibit discrimination based on association with individuals in protected classes.
Requires BPU to conduct study of effect of coronavirus 2019 pandemic on local and public utility service and to quarterly collect and publish certain local and public utility service and customer information.
Requires insurers to provide information about organ donation and allows insurers to limit reimbursement for organ transplant if recipient has not made gift pursuant to Revised Uniform Anatomical Gift Act.
