Directs BPU to prohibit Internet service providers from installing broadband telecommunications infrastructure on certain poles or underground facilities unless Internet service providers adhere to principle of "net neutrality."
Requires Secretary of Higher Education to conduct study to determine causes of outmigration of high school graduates to out-of-State institutions of higher education.
Urges Secretary of Higher Education and Educational Opportunity Fund Board to study and modernize program regulations, particularly regulations related to student funding priority levels.
Allows county and municipal police departments to establish designated safe areas for Internet purchase transactions; establishes public awareness campaign.
Proposes amendment to Constitution to describe manner in which Legislature will provide for maintenance and support of thorough and efficient system of free public schools.
