Clarifies charitable role of health service corporations, revises membership of board of directors, establishes process to determine efficient level of surplus, and requires timely publication of certain information by DOBI.
Makes supplemental appropriation of up to $10 million to DOT for construction of highway guard rail along entirety of Route 208 through Franklin Lakes, Wyckoff, Hawthorne, Glen Rock, Fair Lawn, and Oakland in sections without highway guard rail, where necessary to ensure health and safety of motorists and residents whose properties abut Route 208.
Prohibits leaving loaded firearm within easy access of minor under age of 18; requires law enforcement officers who observe unsecured firearms to conduct follow-up.
Provides State agencies will not enter into contracts with business entities that require persons or public entities to submit disputes to binding arbitration.
