Modifies laws regarding compensation and leaves of absence for certain public employees who served in the military; requires public employers follow certain policies and procedures for leaves of absence.
Requires Internet service providers to keep confidential subscriber's personally identifiable information unless subscriber authorizes Internet service provider in writing or email to disclose information; prohibits subscriber penalty.
Requires State to reimburse counties and municipalities for salary and fringe benefit costs of employee on official leave of absence for military service in war on terror; makes an appropriation.
