Provides that cabinet-level public officials, Attorney General, and county prosecutors may serve in acting capacity for no longer than six months without nomination.
Creates Mental Health Diversion Program to divert eligible persons away from criminal justice system and into appropriate case management and mental health services.
Permits expungement of possession or distribution of hypodermic syringe or needle offense in cases of previous expungement; repeals criminal offense of possession of syringe.
