Exempts certain transactions of residential property involving senior, blind, and disabled citizens from general purpose fee under realty transfer fee and one percent assessment on real property selling for more than $1,000,000.
Exempts law enforcement and certain other emergency personnel from liability for breaking into motor vehicle to rescue animal under certain circumstances.
Removes criminal liability for law enforcement officers who have investigative encounter with underage person for possession of alcohol or cannabis unless civil rights are violated.
Provides forbearance of residential mortgage foreclosures under certain circumstances; places additional requirements on attorneys, residential mortgage lenders, and courts, as part of foreclosure process.
Provides for vacancy in county surrogate, clerk, register of deeds and mortgages, and sheriff offices occurring 70 days before general election to be filled at second succeeding general election.
