Establishes "Global Economic Competitiveness and Supply Chain Resiliency Fund" in EDA for certain manufacturing business assistance; appropriates $82.5 million.

Makes supplemental appropriation of up to $10 million to DOT for construction of highway guard rail along entirety of Route 208 through Franklin Lakes, Wyckoff, Hawthorne, Glen Rock, Fair Lawn, and Oakland in sections without highway guard rail, where necessary to ensure health and safety of motorists and residents whose properties abut Route 208.
Prohibits institution of higher education that provides child care from charging student-parent who receives child care voucher under "New Jersey Cares for Kids Program" an amount for child care in excess of voucher amount.
