Proposes constitutional amendment giving Legislature authority to establish slot machine gambling at horse racetracks; dedicates revenues derived to support State-administered defined benefit retirement systems, casinos, improvements to Atlantic City, and horse racing.
Requires county clerks to send confirmation notice to vote-by-mail applicant that requests mail-in ballot at separate mailing address than address at which applicant is registered to vote.
Requires that election infrastructure vendors disclose financial ties for approval as vendor by Secretary of State; requires report of known or suspected security incidents involving election systems to Division of Elections.
