An Act Making An Appropriation To The City Of Byhalia For The Purpose Of Constructing A New Police Department And Jail For The Fiscal Year 2026.

An Act To Enact The Civil Commitment Reform Act; To Define Terms; To Create The Civil Commitment Reform Grant Program To Be Administered By The Department Of Mental Health For The Purpose Of Ensuring That No Person Is Held In Jail Prior To Civil Commitment For Mental Health Treatment By Expanding Available Facilities At The Community Mental Health Centers Throughout The State; To Provide That Each Community Mental Health Center Shall Receive A Minimum Amount Under The Grant Program; To Require The Department To Promulgate Rules And Regulations To Administer The Grant Program; To Create The Civil Commitment Reform Fund As A Special Fund In The State Treasury; To Provide That Monies Appropriated Out Of The Fund May Be Used To Reimburse Actual Oversight Costs Up To A Certain Amount; To Amend Section 41-21-67, Mississippi Code Of 1972, To Delete The Authority Of A Court To Hold A Person In Jail Prior To Civil Commitment; To Amend Section 41-20-5, Mississippi Code Of 1972, To Amend The Powers And Duties Of The Coordinator Of Mental Health Accessibility; To Require The Coordinator To Determine Relevant Factors To Be Considered In The Distribution Of Grants Under This Act; To Repeal Section 41-21-68, Mississippi Code Of 1972, Which Provides The Authority For Regional Commissions To Establish Holding Facilities For Persons For The Purpose Of Civil Commitment; And For Related Purposes.

An Act To Establish The Mississippi Career Promise Grant Program, To Serve As A Last-dollar Grant Program For Eligible Students Enrolled In An Academic Credit Certificate Or Associate Degree-seeking Program At A Publicly Funded Community Or Junior College And Pursuing Credentials In Specified Employment Sectors; To Provide That The Program Shall Be Administered By The Mississippi Postsecondary Education Financial Assistance Board; To Prescribe The Criteria To Determine A Student's Eligibility For Receipt Of A Mississippi Career Promise Grant Award; To Specify The Employment Sectors Identified By The Office Of Workforce Development (acceleratems) Which Qualify As Occupations For Which Grant Funds May Be Awarded; To Require Recipients To Be Enrolled On At Least A Half-time Basis; To Provide That Grant Funds Shall Only Be Applied Toward A Student's Cost Of Attendance After All Other Financial Assistance Has Been Applied To The Student's Cost Of Attendance Balance; To Prescribe Penalties For Falsification Of Information As A Means Of Procuring Mississippi Career Promises Grant Funds; To Prescribe Requirements For A Student's Continued Eligibility Under The Program; To Prescribe Requirements For An Institution To Remain Eligible For Its Students To Participate In The Mississippi Career Promise Grant Program; To Limit A Student's Ability To Receive A Mississippi Career Promise Grant That Exceeds The Equivalent Number Of Semesters Or Quarters Required To Complete One Certificate Or Associate Degree Program; To Require Program Participants And Grant Awardees To Commit To Two Years Of Employment Within The State Of Mississippi Employed In An Occupation Within The Employment Sector For Which His Or Her Certificate Or Degree Was Conferred; To Require The Repayment Of Grant Funds For Recipients Who Fails To Uphold The Employment Commitment; To Establish The "mississippi Career Promise Grant Fund," In The State Treasury As A Special Fund For The Deposit Of Funds Appropriated By The Legislature And Any Other Funds For The Purpose Of Implementing The Mississippi Career Promise Grant Program; And For Related Purposes.

An Act To Authorize Property Owners In A Residential Subdivision That Is Not Governed By A Homeowners Association To Establish Or Amend Covenants, Conditions, And Restrictions, Including Those That Run With The Land; To Authorize Property Owners In A Residential Subdivision That Is Governed By A Homeowners Association, To Establish And Amend Covenants, Conditions, And Restrictions, Including Those That Run With The Land; To Require Such Property Owners To File A Petition That Is Signed By A Majority Of The Property Owners To Establish And/or Amend Covenants, Conditions And Restrictions, If Necessary; To Require Notice Of The Hearing On Such Petition To Be Provided Through Publication; To Provide That If The Chancellor Finds That The Petition Is Well Taken Then He Or She Shall Enter A Decree Accordingly, Which Shall Be Filed With The Chancery Clerk; To Bring Forward Sections 17-1-23, 19-5-10, 21-19-63 And 89-1-69, Mississippi Code Of 1972, For Purposes Of Possible Amendment; And For Related Purposes.

An Act To Require The State Department Of Education To Integrate Success Sequence And Character Education Into The Required Curriculum For Kindergarten Through Grade 12 Of The Public Schools And To Develop A Success Sequence And Character Education Curriculum For Use By School Districts; To Require School Boards To Implement, Not Later Than The Start Of The 2027-2028 School Year, Either The Curriculum Developed By The Department Or A Curriculum Developed By The School Board And Approved By The Department; To Provide The Required Content For Such A Curriculum; To Require School Districts To Consult With Parents, Educators And Community Members In The Development Of A Curriculum; To Specify That Proselytizing Or Indoctrinating Concerning Any Specific Religious Or Political Belief Is Not Authorized For The Curricula; To Exempt Optional After-school Instruction Programs Led By Third Parties From Such Prohibition; To Require Data Compilation And Annual Reporting By The Department; To Authorize The Department To Accept Money From The Federal Government And Private Sources To Use In Assisting School Districts In Implementing The Curricula; And For Related Purposes.

An Act To Require The State Department Of Education, And All Public School Districts In Mississippi, To Teach, Promote And Distribute Information That There Are Two Genders, Male And Female, As Determined By An Individual's Chromosomes; To Require The Department To Submit Annual Reports To The Governor And The Legislature Containing Information On Its Compliance With This Act And The Compliance Of Each School District; To Provide For The Private Enforcement Of This Act; To Provide For Enforcement Of This Act By The Mississippi Attorney General; And For Related Purposes.

An Act To Provide That Every Student Athlete In This State, Whether In Public Secondary School Or Any School That Is A Member Of The Mississippi High School Activities Association (mhsaa), Shall Be Allowed One Transfer To Another School Or School District During His Or Her Length Of Eligibility Without Loss Of Eligibility Or Any Other Penalty; And For Related Purposes.

An Act To Amend Section 37-3-83, Mississippi Code Of 1972, To Provide That The School Safety Grant Program May Offer Mentoring Or Other Community-based Policing Programs Formed In Partnership Between School Districts And Local Law Enforcement Agencies, As Well As Mental Health Screening For Students Conducted By Screeners Selected By The School District And Approved By The Department Of Mental Health; To Require The School Board Of Each School District To Adopt And Implement An "erin's Law Awareness" Policy Addressing Sexual Abuse Of Children, To Be Based On A Model Policy Developed By The Department Of Mental Health, The Department Of Education And The Attorney General's Office Working In Concert; To Require The Department Of Education To Reimplement The Pilot Programs For Providing Students In Grades K-5 With Skills To Manage Stress And Anxiety In 12 School Districts For The 2025-2026 And 2026-2027 School Years; To Require The Department Of Mental Health To Submit Annual Reports To The Legislature Regarding The Results Of The Pilot Programs; To Amend Section 37-3-93, Mississippi Code Of 1972, To Include Chaplains In The Quick Response Team Made Available By The Office Created By The State Department Of Education For The School Crisis Management Program; To Transfer The Responsibility Of Providing Threat Assessment Officers From The Mississippi Office Of Homeland Security To Local Law Enforcement Agencies, Using The Training And Certification Curriculum Provided By The Office Of Homeland Security; To Require Each School District And Charter School To Enter Into A Memorandum Of Understanding With Local Law Enforcement For The Provision Of A Threat Assessment Officer For The District Or Charter School; To Direct The Department Of Education To Form A Coordinating Council To Oversee A Behavioral Threat Assessment And Management Program For Public Schools To Use For Identifying And Evaluating Students In Need Of Mental Or Behavioral Health Support, And For Connecting Students With Support Resources; To Provide That The Department Of Education Shall Select Eight Persons, Two From Each Congressional District, To Serve On The Coordinating Council Each Calendar Year; To Allow Council Members To Serve Successive Terms Without Limitation; To Create A New Code Section To Authorize School Districts And Charter Schools To Employ Or Accept As Volunteers Chaplains To Provide Support, Services And Programs For Students; To Require Each Such Employed Or Volunteering Chaplain To Undergo A Criminal Background Check Before Working For The School; To Prohibit School Districts And Charter Schools From Allowing Individuals Who Are Required To Register As Sex Offenders From Providing Chaplain Services; To Direct Each Board Of Trustees Of A School District And Each Governing Body Of A Charter School To Take A Record Vote On Whether To Adopt A Policy, Which Shall Be Implemented For The 2025-2026 School Year, Authorizing A Campus Of The District Or School To Employ A Chaplain Or Accept The Same As A Volunteer; To Amend Sections 37-7-301, 37-11-54 And 37-28-41, Mississippi Code Of 1972, To Conform; To Provide For The Severability Of Provisions Of This Act Which May Be Deemed Unconstitutional; And For Related Purposes.

An Act To Create New Section 37-13-215, Mississippi Code Of 1972, To Provide That, Beginning With The Entering Ninth-grade Class Of 2027-2028, A Public High School Student Shall, Before Graduation, Be Required To Earn One Unit Of Credit In A High-school Computer Science Course, Or One Unit Of Credit In An Industry-aligned Career And Technical Education (cte) With Embedded Computer Science Course; To Provide The State Graduation Requirements That May Be Satisfied By Either Of These Courses; To Require That Such Courses Include Instruction On The Fundamental Concepts Of Emerging Computer Science Technologies, Such As Artificial Intelligence; To Amend Section 37-13-205, Mississippi Code Of 1972, To Define "career And Technical Education With Embedded Computer Science Course" For Purposes Of The Mississippi Computer Science And Cyber Education Equality Act; And For Related Purposes.

An Act To Create A New Section Within Title 63, Chapter 11, Mississippi Code Of 1972, To Provide That A Defendant Convicted Of Aggravated Dui Where The Deceased Victim Of The Offense Was The Parent Of A Minor Child Shall Pay Restitution In The Form Of Child Support; To Provide That The Court Shall Determine An Amount That Is Reasonable After Considered Certain Factors; To Provide For The Disbursement Of The Support To The Child's Parent Or Guardian; To Provide For The Defendant's Inability To Pay During Incarceration; To Provide That Child Support Payments Shall Continue Until Paid In Full Without Regard To The Age Of The Child; To Provide That A Child Support Order Under This Section Shall Be Offset By A Subsequent Civil Judgment Entered Against The Defendant For The Benefit Of The Minor Child; And For Related Purposes.
