An Act To Prohibit Health Insurers And Pharmacy Benefit Managers From Requiring Covered Individuals To Purchase Or Otherwise Obtain Pharmacy Services Exclusively Through A Pharmacy In Which The Health Insurer Or Pharmacy Benefits Manager Has An Ownership Interest; To Prohibit Health Insurers And Pharmacy Benefit Managers From Offering Or Implementing Health Benefit Plan Designs That Increase Plan Or Patient Costs For Pharmacy Services If The Covered Individual Chooses Not To Use A Pharmacy In Which The Health Insurer Or Pharmacy Benefits Manager Has An Ownership Interest For Those Pharmacy Services; To Prohibit Health Insurers And Pharmacy Benefit Managers From Reimbursing A Pharmacy Or Pharmacist For Covered Pharmacy Services An Amount Less Than The Amount That The Health Insurer Or Pharmacy Benefits Manager Reimburses A Pharmacy In Which The Health Insurer Or Pharmacy Benefits Manager Has An Ownership Interest For Providing The Same Covered Services; To Prohibit Health Insurers And Pharmacy Benefit Managers From Denying A Pharmacy The Opportunity To Participate In Any Pharmacy Network At Preferred Participation Status If The Pharmacy Is Willing To Accept The Terms And Conditions That The Health Insurer Or Pharmacy Benefit Manager Has Established For Other Pharmacies As A Condition Of Preferred Network Participation Status; To Bring Forward Section 83-9-6, Mississippi Code Of 1972, Which Provides For Freedom Of Choice For Pharmacy Services, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Provide For The Licensure And Regulation Of Professional Midwifery; To Provide Definitions For The Purpose Of The Act; To Provide Exceptions To The Applicability Of The Act; To Provide The Scope Of Practice For Licensed Midwives; To Provide Mandatory Procedures For Licensed Midwives; To Prohibit Licensed Midwives From Certain Actions; To Create The State Board Of Licensed Midwifery And Provide For Its Composition, Appointment And Powers And Duties; To Require The Board To Promulgate Rules Not Later Than July 1, 2026; To Require A License From The Board To Practice Professional Midwifery; To Provide For The Issuance Of Temporary Permits To Practice Pending Qualification For Licensure; To Provide Exemptions From Licensure For Certain Persons; To Provide For The Confidentiality Of Information Maintained By The Board; To Provide Immunity For Certain Actions; To Provide Criminal Penalties For Violations Of This Act; To Prohibit Terminology In Any Health Coverage Plan, Policy Or Contract That Is Discriminatory Against Professional Midwifery; To Require Health Coverage Plans That Provide Maternity Benefits To Provide Coverage For Services Rendered By A Licensed Midwife; To Provide Whenever A Health Coverage Plan Provides For Reimbursement Of Any Services That Are Within The Lawful Scope Of Practice Of Licensed Midwives, The Person Entitled To Benefits Under The Plan Shall Be Entitled To Reimbursement For The Services, Whether The Services Are Performed By A Physician Or A Licensed Midwife; To Require The State Department Of Health To Develop And Institute A Safe Perinatal Transfer Certification For The Facilities That It Regulates; To Amend Section 73-25-33, Mississippi Code Of 1972, To Remove The Reference To The Practice Of Midwifery In The Definition Of The Practice Of Medicine; And For Related Purposes.

An Act To Establish A Community Health Worker Certification Program In The State Department Of Health; To Provide That The Division Of Medicaid Shall Seek Approval From The Centers For Medicare And Medicaid Services For A State Plan Amendment, Waiver, Or Alternative Payment Model To Provide Reimbursement For Certain Services Provided By Certified Community Health Workers; To Provide That The Department Shall Be The Sole Certifying Body For The Community Health Worker Profession And Practice In Mississippi; From And After January 1, 2026, No Person Shall Represent Himself Or Herself As A Community Health Worker Unless He Or She Is Certified As Such In Accordance With The Requirements Of The Department; To Provide That The Department Shall Promulgate Rules Necessary To Carry Out The Provisions Of This Act, Including Establishing The Core Competencies Of Community Health Workers, The Community Health Worker Certification Application And Renewal Process, Certification Application And Renewal Fees, Procedures For Certification Denial, Suspension And Revocation, And The Scope Of Practice For Certified Community Health Workers; To Provide That The Department Shall Approve Competency-based Training Programs And Training Providers, And Approve Organizations To Provide Continuing Education For Certified Community Health Workers; To Amend Section 43-13-117, Mississippi Code Of 1972, To Provide Medicaid Reimbursement For Certain Services Provided By Certified Community Health Workers; To Extend The Date Of The Repealer On The Section; And For Related Purposes.

An Act To Create The Defense Research And Development Program For The Purpose Of Making Assistance In The Form Of Loans Available For Seed And Early Stage Capital To Small And Medium Sized Mississippi Businesses With High Growth Potential That Are Engaged In Research And Development Activities With The Mississippi Military Department, The Mississippi National Guard, And/or A Mississippi University, College, Community College And/or Junior College; To Create The "defense Research And Development Program Fund" As A Special Fund In The State Treasury; And For Related Purposes.
