An Act To Create The "mississippi Agricultural Land Protection And Foreign Acquisition Prohibition Act" For The Purposes Of Prohibiting Certain Foreign Governments And Nonresident Aliens From Purchasing, Acquiring, Leasing, Or Holding An Interest In Agricultural Land Within The State Of Mississippi; To Define Terminology Used In The Act; To Prohibit Any Party From Holding Agricultural Land As An Agent, Trustee Or Other Fiduciary For A Prohibited Foreign Party; To Provide That A Prohibited Foreign Party Who Is A Resident Alien Of The United States Is Entitled To Acquire And Hold Agricultural Land In The State As A Citizen Of The United States For The Duration Of His Or Her Residence In The State Of Mississippi, To Provide That No Such Resident Alien Shall Be Entitled To Acquire A Hold On Any Agricultural Land Within A Radius Of 100 Miles Of A United States Military Installation, As Prescribed In The Real Estate Regulations Of The Committee On Foreign Investments In The United States (cfius); To Require A Prohibited Foreign Party To Divest Of The Land Held Within Two Years After They Are No Longer A Resident Alien; To Authorize The Attorney General To Commence A Legal Action Against Prohibited Foreign Party Offenders Who Fail To Divest Of The Respective Property An Action In Circuit Court Within The Jurisdiction Wherein The Agricultural Land Is Situated; To Prescribe The Processes To Be Followed By The Secretary Of State's Office And The Attorney General When It Has Been Determined That A Prohibited Foreign Party Has Acquired Agricultural Land In Violation Of This Act; To Amend Sections 89-1-23 And 29-1-75, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Amend Section 7-3-5, Mississippi Code Of 1972, To Expand The Duties Of The Secretary Of State With Regard To Enforcing The Provisions Of This Act In Conjunction With The Commissioner Of Agriculture And Commerce; And For Related Purposes.

An Act To Amend Sections 35-1-1 And 35-1-3, Mississippi Code Of 1972, To Provide That From And After July 1, 2024, All Funds, Staff, Assets And Liabilities Of The Veterans' Home Purchase Board Before July 1, 2024, Shall Be Under The Control Of And Shall Be The Responsibility Of The State Veterans Affairs Board; To Provide That The State Veterans Affairs Board Shall Be Vested With All Power To Perform Duties, Functions And Activities Performed By The Veterans' Home Purchase Board Before July 1, 2024; To Bring Forward Section 35-1-7, Mississippi Code Of 1972, Which Provides General Powers And Duties Of The State Veterans Affairs Board, For The Purposes Of Possible Amendment; To Amend Sections 35-7-5 And 35-7-7, Mississippi Code Of 1972, To Revise The Definition Of The Term "board" Under The Veterans' Home Purchase Law To Mean The State Veterans Affairs Board And To Abolish The Veterans' Home Purchase Board; To Bring Forward Section 35-7-11, Mississippi Code Of 1972, Which Authorizes The Establishment Of Offices And Employment Of Staff Under The Veterans' Home Purchase Law, For The Purposes Of Possible Amendment; And For Related Purposes.

An Act To Direct The Mississippi Department Of Human Services To Submit An Amendment To The Mississippi Child Care Development Fund (ccdf) Plan To The Federal Government To Provide That Certain Parents Or Primary Caregivers Of Children Will Be Eligible For Child Care Services Under The Mississippi Child Care Payment Program (ccpp) And To Provide For An Appeal By A Child Care Provider Or The Child's Parent Or Primary Caregiver To The Attorney General Of The Denial Or Revocation Of Eligibility For A Child Care Certificate; To Direct The Department Of Human Services To Implement The Provisions Of The Plan Amendment In The Ccpp After The Amendment Is Approved; And For Related Purposes.

An Act To Amend Section 67-1-83, Mississippi Code Of 1972, To Allow Any County, Municipality, Tribe Or Other Political Subdivision Of The State That Is Wet Under The Local Option Alcoholic Beverage Control Law To Authorize Permitted Package Retailers To Engage In Package Retail Sales During Certain Hours On Sunday; To Provide That Any County, Municipality Or Other Political Subdivision Of The State That Has Authorized Permitted Package Retailers To Engage In Package Retail Sales During Certain Hours On Sunday May Prohibit Such Sales By An Election As Provided For In This Act; And For Related Purposes.

An Act To Create Section 63-7-105, Mississippi Code Of 1972, To Place Restrictions On Vehicle Modifications That Result In The Motor Vehicles' Front Fenders Being Raised Four Or More Inches Greater Than The Height Of The Rear Fenders, To Provide An Exemption From The New Suspension Modification Rule, To Provide For The Manner Of Measuring The Height Of The Fenders, To Define Relevant Terms, And To Provide Penalties For Violations; To Create Section 63-7-107, Mississippi Code Of 1972, To Require That Fines Collected Due To Violations Of The Provisions Of Section 63-7-105 Be Deposited Into The State General Fund And Utilized In Their Entirety To Aid In Funding Secondary School Driver Education Programs; And For Related Purposes.

An Act To Provide That Beginning On July 1, 2025, Each Public School Board Shall Have At Least One Employee Or Vendor At Each School Who Has Met The Training Requirements Necessary To Administer Seizure Rescue Medication For Persons Experiencing Seizure Disorder Symptoms; To Require Training For Such Person To Be Consistent With Guidelines Developed By The United States Food And Drug Administration And Any Successor Agency; To Require The Parents, Legal Guardians Or Other Responsible Adult Of Children Who Experience Seizure Disorder Symptoms To Provide Written Authorization To The School For The Administration Of Necessary Medication, Along With A Written Statement From The Child's Medical Provider; To Require The Written Statement And The Child's Seizure Action Plan To Be Kept On File By The School Nurse Or School Administrator; To Exempt School Employees Acting In Good Faith And In Substantial Compliance With A Student's Individual Health Plan To Render Assistance To A Child Experiencing A Seizure Episode From Civil And Criminal Liability; And For Related Purposes.

An Act To Prohibit Any Municipality, County Or Any Other Political Subdivision From Adopting An Ordinance, Resolution, Rule Or Regulation That Imposes A Civil Penalty Or Fine On A Business Engaged In The Security Business If Such Business Receives A False Security Alarm Under Certain Circumstances; To Amend Sections 19-3-40 And 21-17-5, Mississippi Code Of 1972, To Conform To The Preceding Section; And For Related Purposes.

An Act To Amend Section 97-23-93, Mississippi Code Of 1972, To Delete The Requirement That A Court Finds Substantial And Compelling Reasons Why An Offender Cannot Be Safely And Effectively Supervised In The Community, Is Not Amenable To Community Based Treatment, Or Poses A Significant Risk To Public Safety Before Imposing A Term Of Imprisonment; To Provide That A Person Convicted Of Shoplifting Merchandise, Acting In Concert With, Aiding, Abetting, Or Encouraging One Or More Persons To Commit Such Crime, Regardless Of Whether Such Others Are Prosecuted For Such Crime, For Which The Total Price Of All Items Shoplifted In Violation Of This Section Exceeds $1,000.00 Shall Be Guilty Of A Felony; And For Related Purposes.
