An Act To Amend Section 37-13-81, 37-13-83, 37-13-85, 37-13-87 And 37-13-89, Mississippi Code Of 1972, To Clarify The Name Of The Office Of Compulsory School Attendance Enforcement And Dropout Prevention Within The State Department Of Education; To Provide For The Appointment Of An Executive Director Of The Office By The State Superintendent Of Public Education; To Transfer The Responsibility For Employing And Establishing The Duties Of School Attendance Officers From The State Department Of Education To Local School Districts; To Abolish The Three Regional School Attendance Officer Positions And Replace Those Positions With Regional Coordinators Who Shall Be Responsible For Enforcement Of The Mississippi Compulsory School Attendance Law Within Their Region; To Provide That The State Superintendent Of Public Education Shall Set The Salary Of Regional Coordinators; To Provide That Regional Coordinators Shall Be Compensated At The Same Salary Received For Fiscal Year 2024 Rate Plus An Additional 25%; To Clarify The Minimum Qualifications Necessary For School Attendance Officers And Remove The Requirement Of The State Personnel Board To Establish Additional Qualifications For School Attendance Officers; To Provide That School Attendance Officers Employed By The State Department Of Education On July 1, 2024, Shall Be Transferred To Employment Status As Employees Of Their Respective School Districts With Work Locations Therein And Shall Enforce Attendance At Charter Schools Located Within The School District; To Provide For The Sharing Of Administrative And Costs Sharing Responsibilities Of Two Or More School Districts Which Were Simultaneously Served By The Same School Attendance Officer; To Provide For The Transfer Of Any Unused Accumulated Leave; To Require The State To Provide Funding For One School Attendance Officer For Every 3,000 Compulsory-school-age Children In Enrollment In The Public Schools Of A County; To Establish The Minimum Salary Of Newly Hired School Attendance Officers Beginning July 1, 2024, And Authorize Local School Boards To Pay Additional Compensation Above The Minimum Salary On A Scale Established By The Local School Board; To Provide That School Attendance Officers Transferred To The Local School District From The State Department Of Education Shall Be Compensated At The Same Salary Received Fiscal Year 2024 Rate Plus An Additional 25%; To Provide That School Attendance Officers Shall Not Experience Any Interruption Of Service With The Public Employees' Retirement System And The School Employees' Health Insurance Plan As A Result Of The Transfer Of Employment Responsibility; To Require The State Department Of Education And The Mississippi Association Of School Superintendents To Submit A Report To The Legislature On The Status And Progress Of School Attendance Officers As Employees Of The Lunch School District; To Amend Section 37-13-107, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Amend Section 37-13-91, Mississippi Code Of 1972, To Require The Local School District To Report Any Unexcused Absence Of A Student To The School Attendance Officer Within 24 Hours Of The Absence; And For Related Purposes.

An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist The City Of Greenville, Mississippi, In Paying The Costs Associated With The Repair And Renovation Of City Parks And The Greenville Municipal Golf Course; And For Related Purposes.

An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist Holmes County, Mississippi, In Paying Costs Associated With Road And Street Improvements In The County And Improvements To County Buildings And Facilities; And For Related Purposes.

An Act To Create The Youth And Community Safety Act; To Require Schools To Annually Report Certain Unlawful Activity To The Mississippi Department Of Education; To Require The Department To Make Available To The Public Data Concerning Such Unlawful Activity; To Require The Department To Provide Ongoing Staff Training, Strategies And Evidenced-based Practices To Create Safe, Positive Learning Environments That Improve School District Safety For Youth, Law Enforcement, District Staff And Parents; And For Related Purposes.

An Act To Be Known As The "dropout Prevention And Student Re-engagement Act"; To Declare The Legislative Intent To Decrease The High School Dropout Rate And Increase The Graduation Rate; To Define Terms Used In This Act; To Amend Section 37-13-80, Mississippi Code Of 1972, To Authorize The Office Of Dropout Prevention To Use Certain Funding To Implement This Act; To Require The Office To Collaborate With Local Educational Agencies To Reduce The Statewide And Local Student Dropout Rates And To Increase The Statewide And Local Graduation And Completion Rates In The State; To Require The Office To Take Certain Actions With Regard To The Evaluation And Implementation Of Policies Used By Local Educational Agencies In Analyzing Dropout Rates And Graduation And Completion Rates; To Require The Office To Identify Local Educational Agencies Failing To Meet Their Established Graduation And Completion Rate Expectations; To Require The Department To Provide Technical Assistance To Certain Local Educational Agencies; To Require The Office To Review The Existing Research And Data And Compile A Report Of Effective Dropout Prevention And Student Engagement And Re-engagement Policies And Strategies Implemented By Local Educational Agencies Within This State And In Other States; To Amend Section 37-13-85, Mississippi Code Of 1972, To Require The Office Of Compulsory School Attendance Enforcement To Analyze Data Collected By The Local Educational Agencies For Purposes Of Compiling A Report To Be Submitted To The Board And The Legislature; To Require High Priority And Priority Local Educational Agencies To Conduct A Practices Assessment; To Require High Priority Local Educational Agencies To Adopt A Student Graduation And Completion Plan And Prescribe Its Required Components; To Require Local Educational Agencies To Notify A Student's Parent If The Student Drops Out Of School; To Establish The Student Re-engagement Grant Program Fund In The State Treasury For The Purpose Of Providing Grants To Local Educational Agencies For Use In Providing Educational Services And Supports To Students And To Provide For Its Funding; And For Related Purposes.

An Act To Amend Section 43-13-117, Mississippi Code Of 1972, To Provide For An Increased Rate Of Medicaid Reimbursement For Inpatient And Outpatient Hospital Services For Hospitals That Are Located In A County That Had An Average Monthly Unemployment Rate Of Eight Percent Or Higher For The Twelve Months Of The Previous State Fiscal Year And Has A Critical Shortage Of Physicians And Nurses; To Extend The Date Of The Repealer On This Section; And For Related Purposes.

An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist In Paying Costs Associated With Repair, Renovation And Expansion Of And Upgrades And Improvements To The Dr. Timothy Burrow Multipurpose Building In Jonestown, Mississippi, And Construction And Development Of A Parking Lot And Sidewalks And Excavation And Other Improvements Related To Such Building; And For Related Purposes.

An Act To Provide That The State Workforce Investment Board Or An Applicable Occupational Licensing Board Shall Accept Military Education, Training And Service As Qualified Credentials Otherwise Required Of An Applicant For A License Or Certificate; To Define Terms Used In This Act; To Specify The Professional Occupations And Occupational Licensing Boards To Which The Provisions Of This Act Apply; To Require Evidence Of Successful Completion Of The Education, Training Or Service As A Member Of The Armed Forces Of The United States, The United States Reserves, The National Guard Of Any State, The Military Reserves Of Any State Or The Naval Militia Of Any State To Qualify For Such Benefit; To Prescribe The Process By Which Eligible Individuals Shall Adhere To In Applying For A Temporary Practice Permit, License Of Certification; To Require The State Workforce Investment Board Or Applicable Occupational Licensing Board To Expedite The Procedure For Issuance Of A License Or Certificate For Applicants Who Are On Active Duty; To Amend Section 37-101-13, Mississippi Code Of 1972, To Require The Board Of Trustees Of State Institutions Of Higher Learning And The Mississippi Community College Board To Require The Postsecondary Institutions Under Their Governance To Implement A Policy And Procedure For The Acceptance Of Academic Credits Received By Members Of The Armed Forces Of The United States Upon Presentation Of Evidence Of Successful Completion Of Relevant Military Education, Training Or Service; To Amend Section 37-153-7, Mississippi Code Of 1972, To Require The State Workforce Investment Board, In Conjunction With The Board Of Trustees Of State Institutions Of Higher Learning And The Mississippi Community College Board To Facilitate The Development And Implementation Of A Statewide Policy And Procedure For The Acceptance Of Academic Credits Received By Members Of The Armed Forces Of The United States Upon Presentation Of Evidence Of Successful Completion Of Relevant Military Education, Training Or Service; To Bring Forward Section 73-50-1, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; And For Related Purposes.

An Act To Direct The Governor And The Division Of Medicaid To Enter Into Negotiations With The Federal Government To Obtain A Waiver Of Applicable Provisions Of The Medicaid Laws And Regulations To Create A Plan To Allow The Expansion Of Medicaid Coverage In Mississippi; To Specify The Provisions That The Governor And The Division Shall Seek To Have Included In The Waiver Plan; To Provide That If A Waiver Is Obtained To Allow The Expansion Of Medicaid Coverage, The Division Shall Amend The State Plan To Include The Provisions Authorized In The Waiver And Shall Begin Implementing The Plan Authorized By The Waiver; To Amend Section 43-13-115, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.

An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist Mississippi Minority Farmers Alliance In Paying Costs Associated With Repair Of Its Building And Parking Lot In Monroe County, Mississippi; And For Related Purposes.

An Act To Amend Section 43-13-117, Mississippi Code Of 1972, To Authorize The Direct On-site Supervisor Of A Provider In A Managed Care Organization Under Any Managed Care Program Implemented By The Division Of Medicaid Who Has Begun The Process For Credentialing And Previously Has Not Been Denied Credentialing To Sign Off On The Work Of The Provider During The Time That The Provider Is Awaiting A Decision On His Or Her Credentialing, And To Allow The Provider To Receive Reimbursement From The Organization For The Work That Has Been Signed Off On By The Supervisor; To Extend The Date Of The Repealer On That Section; To Amend Section 43-13-121, Mississippi Code Of 1972, To Provide That Whenever The Division Determines After A Hearing That A Provider Has Violated Any Provision Of The Medicaid Law, The Division May Not Suspend Reimbursement Payments To The Provider During The Time That The Decision Of The Division Is On Appeal By The Provider, Unless The Provider Previously Has Been Convicted Of Fraud In Connection With The Medicaid Program; And For Related Purposes.

An Act To Amend Section 31-7-13, Mississippi Code Of 1972, To Revise The Reverse Auction Method For Receiving Bids To Differentiate Between Agencies And Governing Authorities; To Provide That If An Agency Determines That A Reverse Auction Is Not In The Best Interest Of The Agency, Then That Determination Must Be Approved By The Public Procurement Review Board; To Provide That If A Governing Authority Determines That A Reverse Auction Is Not In The Best Interest Of The Governing Authority, Then That Determination Must Be Approved By The Governing Board Of The Governing Authority; To Provide That The Agency And Governing Authority Must Submit An Explanation As To Why A Reverse Auction Is Not In The Best Interest Of The Agency Or Governing Authority; And For Related Purposes.

An Act To Create The Child Care For Working Families Study Committee; To Provide That The Committee Shall Develop Recommendations For Ensuring Every Working Parent In Mississippi Can Access And Afford Child Care So They Can Participate In The Labor Force; To Provide That The Committee Shall Identify And Examine All Federal Revenue Received By The State And All State Funds Spent On Federal Matching Or Maintenance Of Effort Requirements That Can Allowably Be Spent, Allocated, Transferred, Granted Or Expended Directly To The Child Care Payment Program For Purposes Of Increasing The Number Of Eligible Parents And Children Served; And For Related Purposes.
