An Act To Amend Sections 37-109-5, 37-109-7 And 37-109-9, Mississippi Code Of 1972, To Revise Provisions Of The Mississippi Dual Enrollment/dual Credit Scholarship Program; To Authorize Private School And Homeschool Students To Be Eligible For The Program; To Provide That Participating Institutions May Not Charge More Than A Rate Of 40% Of The Average Community College Credit Hour Tuition For The Current Academic Year; To Authorize Tenth-grade Students To Take Courses Under The Program; To Authorize Students To Qualify For Funding For Up To 12 Credit Hours; To Delete Certain Obsolete Provisions; To Provide That Funds From The Program Shall Be Used To Cover Costs Associated With Books, Course Materials, Tools, Supplies, Lab Fees, Transportation Costs And Other Applicable Course Fees; To Require Funding For These Costs To Transfer From The Scholarship Fund To The Providing Institution, As Requested By The Institution; To Delete Certain Provisions Related To Credit Weighting Models; To Bring Forward Section 37-15-38, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Create The "mississippi University System Efficiency Task Force" Created To Examine The Efficiency And Effectiveness Of The Public University System In Mississippi, As It Relates To The Universities' Collective Mission Of Enrolling And Graduating More Degreed Mississippians And Retaining Them In The State, And Anticipated Nationwide Challenges With Regard To Demographic Shifts And A Projected Overall Decline In Enrollment; To Require The Task Force To Develop Recommendations To The Legislature On Changes To Policy And Laws In Mississippi With A Goal Of Increasing The Efficiency Of The Public University System In The State; To Set The Membership Of The Task Force; To Provide For Other Provisions Related Thereto, Including Per Diem And Voting; And For Related Purposes.

An Act To Amend Section 37-106-29, Mississippi Code Of 1972, To Create The Mississippi Resident Tuition Assistance Grant And Promise Program For Students Of Universities And Community Colleges In The State; To Set Eligibility And Other Qualifications For Receipt Of Assistance Under The Program; To Provide That As A Condition For Renewal, A Student Shall Make Steady Academic Progress Toward A Certificate Or Degree And Have A Cumulative G.p.a. Of At Least 2.50 On A 4.0 Scale; To Provide That No Student May Receive An Award For More Than The Equivalent Semesters Or Quarters Required To Complete One Baccalaureate Degree Or One Certificate Or Associate Degree Program Per Institution; To Provide That Promise Grants Shall Equal The Full Amount Remaining Of Any Tuition And Required Fees After All Other State, Federal, Institutional And Private Aid Has Been Applied; To Provide That Students From Families Making Below 100% Of Median Family Income For A Family Of Four In Mississippi May Receive Mtag Awards And Promise Grants At The Same Time If Eligible For Both; To Set Certain Requirements To Continue To Receive Assistance From The Program; And For Related Purposes.

With A Certain Delta-9-tetrahydrocannabinol Concentration On A Dry Weight Basis; To Amend Section 69-25-217, Mississippi Code Of 1972, To Prohibit The Manufacture Or Production Of Any Intoxicating Hemp Products For Sale Within The State Of Mississippi, With Certain Exceptions; To Prohibit The Sale Of Any Intoxicating Hemp Products Within The State Of Mississippi, With Certain Exceptions; To Prohibit The Manufacture, Production, Or Sale Of Any Hemp Products That Contain An Artificially Derived Cannabinoid; To Prohibit The Sale Of Any Consumable Hemp Product To Any Person Under The Age Of 21 Years; To Transfer The Administration Of The Mississippi Intoxicating Hemp Regulation Act From The Commissioner And Department Of Agriculture And Commerce To The State Health Officer And The State Department Of Health; To Authorize The Manufacture, Production, Distribution, And Sale Of A Consumable Hemp Product That Contains Equal To Or Less Than 0.5 Milligrams Of Total Thc Per Serving And Equal To Or Less Than 2.5 Milligrams Of Total Thc Per Package And Has A Ratio Of Cannabidiol To Total Thc Of At Least Twenty To One; To Provide That Intoxicating Hemp Products May Only Be Sold In Mississippi By Persons Or Business Entities Licensed Under The Mississippi Medical Cannabis Act; To Provide That The State Department Of Health Will Be Responsible For Licensing Retailers, Wholesalers, Manufacturers, And Processors Of Consumable Hemp Products; To Authorize The Department Of Charge Fees For Those Licenses; To Require That A Finalized Sample Of Finished Hemp Products Have A Certificate Of Analysis; To Require That Labels For Hemp Products Be Approved By The Department Of Health; To Provide Certain Requirements For Consumable Food Manufacturing Distributors; To Require A Licensed Entity To Provide A Quarterly Report To The Department; To Require Products Containing Cannabidiol (cbd) To Be Tested In A Facility With A Dea Certification; To Impose A 3% Excise Tax On Consumable Hemp Products; To Amend Sections 69-25-211, 69-25-215, 69-25-219, 69-25-221 And 69-25-223, Mississippi Code Of 1972, To Conform To The Preceding Provisions; To Amend Section 41-137-3, Mississippi Code Of 1972, To Include Intoxicating Hemp Products In The Definition Of The Term "cannabis Products"; To Define The Terms "hemp-derived Ingredient" And "intoxicating Hemp Product"; To Amend Section 41-137-9, Mississippi Code Of 1972, To Authorize The Purchase Or Acquisition Of Hemp-derived Ingredients By A Cannabis Cultivation, Processing Or Research Facility For The Medical Use Of Cannabis; To Amend Section 41-137-11, Mississippi Code Of 1972, To Include Incorporating Hemp-derived Ingredients Purchased By Medical Cannabis Establishments In The Capabilities Of The Seed-to-sale Tracking System; To Amend Section 41-137-39, Mississippi Code Of 1972, To Provide That Entities Not Licensed Under The Mississippi Medical Cannabis Act Are Prohibited From Selling Intoxicating Hemp Products; To Amend Section 41-137-45, Mississippi Code Of 1972, To Provide That It Is Unlawful For Any Person Or Entity To Sell Or Transfer Intoxicating Hemp Products To Individuals In The State Of Mississippi, With Certain Exceptions; To Provide Penalties For A Person Or Business Entity That Unlawfully Sells Intoxicating Hemp Products; And For Related Purposes.

An Act To Amend Section 41-4-7, Mississippi Code Of 1972, To Provide That The State Department Of Mental Health Shall Promulgate A Rating Scale With Performance Indicators For Community Mental Health Authorities; To Require The Department To Perform A Performance Review Audit At Least Once Every Two Years; To Provide That The Department May Place Regional Commissions Or Community Mental Health Centers On Probationary Status; To Provide That If The Community Mental Health Center Does Not Achieve A Passing Score On The Performance Audit After The Probationary Period, The Regional Commission Shall Replace The Community Mental Health Center's Executive Director And Any Other Officers Identified By The Department With Contractors; To Provide That The Contractor Shall Remain In Place Until The Department Determines That The Community Mental Health Center Has Attained Sustained Compliance With The Performance Standard; To Provide That No Rules, Regulations, Operational Standards, Performance Standards, Or Other Standards Promulgated By The State Board Of Mental Health Or The State Department Of Mental Health Shall Be Construed To Create A Cause Of Action; To Amend Section 41-19-33, Mississippi Code Of 1972, To Set Certain Requirements Of Regional Commissions Establishing Community Mental Health Centers; To Require Community Mental Health Centers To Provide A Report To The Board Of Supervisors Of Each County In Its Region; To Require Community Mental Health Centers To Provide Certain Mental Health Services; To Establish Procedures Related To Pre-affidavit Screenings For Civil Commitments; To Set Certain Reporting Requirements Of Community Mental Health Centers To The Department Of Mental Health, Including Salary Data And Cash Balances; To Provide That The Department May Direct Control Of The Community Mental Health Center's Excess Cash Balance In Certain Circumstances Where The Authority Is Not In Compliance; To Amend Section 41-19-35, Mississippi Code Of 1972, To Authorize Mental Health Regional Commissions To Be Established With A Set Composition Of Members If Each Board Of Supervisors Of The Counties Participating In A Particular Regional Commission Agrees To Such Composition As Evidenced By Resolutions Adopted By Each Board; To Amend Section 41-21-65, Mississippi Code Of 1972, To Provide That An Interested Person Shall Be Directed To The Community Mental Health Center For A Pre-affidavit Screening Prior To Filing An Affidavit For Commitment Of An Individual; To Require An Affidavit For Commitment Of An Individual To State That Less Restrictive Alternative Treatment Was Considered And Specify Why Treatment Less Restrictive Than Involuntary Commitment Is Not Appropriate; To Amend Section 41-21-67, Mississippi Code Of 1972, To Establish A Required Pre-affidavit Screening To Be Conducted By The Community Mental Health Center In The County Of Financial Responsibility; To Require The Investigation To Include Certain Components; To Provide That The Screening Team Shall Have Access To All Relevant Medical Records Of The Proposed Patient; To Require The Pre-affidavit Screener To Provide Written Notice To Certain Entities; To Authorize An Interested Person To Make Direct Petition To A Chancellor Where The Pre-affidavit Screener Does Not Recommend Commitment; To Provide That A Jail Or Other Detention Center May Not Be Used For Custody Unless Certain Conditions Are Met; To Prohibit Law Enforcement Or Any Other Person From Bringing Criminal Charges Against A Person Who Is Mentally Ill And In Need Of Treatment Pursuant To This Chapter Solely Or Primarily Because The Person Is Mentally Ill Or Because Of The Unavailability Of A State Hospital Bed; To Amend Section 41-21-73, Mississippi Code Of 1972, To Limit Commitment In A State-operated Facility; To Provide That If A Person Is Receiving Treatment For A Mental Illness Or An Intellectual Disability In A Treatment Facility At The Time Of The Hearing, The Person May Not Be Committed To A State-operated Facility Unless Certain Facts Are Established By Clear And Convincing Evidence; To Prohibit A Person Who Has Been Judicially Committed Under This Section From Being Held In A Jail Or Other Detention Facility While Awaiting Admission To A State-operated Facility; To Provide That The County Of Residence Of Any Such Person Shall Pay The Cost Of Interim Treatment; To Amend Section 41-21-68, Mississippi Code Of 1972, To Conform To The Provisions Of The Act; To Amend Section 41-21-77, Mississippi Code Of 1972, To Provide That A Jail Or Detention Center May Not Be Used For Persons Who Are Awaiting Admission Unless The Community Mental Health Center Has Exhausted The Availability Of Other Appropriate Facilities, The Chancellor Specifically Authorizes It, And The Respondent Is Actively Violent; To Amend Section 27-104-7, Mississippi Code Of 1972, To Section 41-21-68, Mississippi Code Of 1972, Which Allows Regional Mental Health Commissions To Establish Regional Holding Facilities For Those Held By Civil Commitment; To Amend Section 27-104-7, Mississippi Code Of 1972, To Exempt From The Public Procurement Review Board Any Personal Or Professional Services Contract Entered Into By The Mississippi Department Of Mental Health In Contracting For Staff Of Community Mental Health Centers That It Is Replacing In Accordance With This Act; To Require Peer And The Department Of Mental Health To Report Certain Information To The Legislature Each Year; And For Related Purposes.

An Act To Amend Section 19-5-22, Mississippi Code Of 1972, To Require A County Board Of Supervisors To Notify The County Tax Collector When Unpaid Fees Assessed Under Section 19-5-21 Are Past Due; To Require The Tax Collector To Index The Delinquency Notice Received From The Board Of Supervisors; To Require The Tax Collector To Commence A Tax Sale Three Years After Receiving The Delinquency Notice If The Amount Of The Delinquency Exceeds A Certain Amount; To Provide That A Person Who Did Not Generate The Garbage Or Own The Property Furnished The Service At The Time That The Garbage Was Generated Shall Not Be Considered Delinquent For Any Fees Under This Section; To Provide That Certain Fees Assessed Under This Section Shall Not Be Considered Liens; To Provide That Fees That Are Not Liens Upon The Real Property Offered Garbage Or Rubbish Collection Or Disposal Service Under This Subsection Shall Remain Recoverable Against The Generator Of The Garbage And The Owner Of The Property; To Amend Section 27-41-59, Mississippi Code Of 1972, To Conform; And For Related Purposes.
