An Act To Amend Section 23-15-11, Mississippi Code Of 1972, To Provide That A Person Who Is Otherwise A Qualified Elector And Has Been Convicted Of Vote Fraud, Of Any Crime Listed In Section 241, Mississippi Constitution Of 1890, Or Of Any Crime Interpreted As Disenfranchising In Later Attorney General Opinions, Shall Have His Or Her Right To Vote Suspended Upon Conviction But Shall Have His Or Her Right To Vote Automatically Restored Once He Or She Has Satisfied All Of The Sentencing Requirements Of The Conviction; To Amend Sections 23-15-19, 23-15-125, 23-15-151, 23-15-153 And 23-15-165, Mississippi Code Of 1972, To Conform To The Preceding Section; To Bring Forward Sections 97-39-3 And 99-19-37, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Amend Sections 37-153-7 And 27-104-7, Mississippi Code Of 1972, To Extend The Expiration Date On The Exemption For The Office Of Workforce Development From The Requirements Of The Public Procurement Review Board Which Relate To Rental Agreements And The Leasing Of Real Property For Purposes Of Conducting Agency Business; And For Related Purposes.

An Act To Amend Section 23-15-299, Mississippi Code Of 1972, To Provide That In Order To Qualify To Run For Office, A Candidate Must Submit, Along With The Qualification Fees, A Notarized Written Statement And A Copy Of The Candidate's Valid, Unexpired, Mississippi Identification Card, Voter Registration, Homestead Exemption, If Any, And A Current Utility Bill; To Require The Secretary Of State To Assess A Five Hundred Dollar Fine To Any State Executive Committee That Fails To Transmit Any Written Statements And Other Required Documents And Accompanying Fees To The Secretary Of State By 6:00 P.m. On The Date Of The Qualifying Deadline; To Provide That The Fine Shall Be For Each Written Statement That Is Submitted After 6:00 P.m. On The Date Of The Qualifying Deadline; To Require The Secretary Of State To Deposit Any Fines Received From Any State Executive Committee Into The Elections Support Fund; To Provide A Thirty Day Timeline For An Executive Committee Or The Secretary Of State, Whichever Is Applicable, To Determine Whether A Candidate Meets The Qualifications To Hold The Office He Or She Seeks; To Provide That Once An Executive Committee Has Determined Whether A Candidate Is Qualified To Hold The Office He Or She Seeks, The Secretary Of The Executive Committee Shall Transmit A List Of All Of Those Candidates And How The Executive Committee Ruled On Their Qualifications To The Secretary Of State For Review; To Provide The Secretary Of State Thirty Days To Determine If The Candidates Were Properly Qualified Or Disqualified; To Provide That If The Secretary Of State Disagrees With A Decision Made By An Executive Committee, The Secretary Of State Shall Notify The Executive Committee And Candidate And Give The Executive Committee And Candidate Ten Days To Appeal That Determination; To Provide The Secretary Of State Ten Days To Consider The Appeal Of The Executive Committee Or Candidate; To Provide That If The Secretary Of State Upholds His Determination, The Candidate May Appeal That Determination; To Amend Section 23-15-961, Mississippi Code Of 1972, To Conform To The Preceding Section; To Bring Forward Sections 23-15-963 And 23-15-359, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Create The "retailer Tax Fairness Act"; To Define Certain Terms Relating To Electronic Payment Transactions; To Provide That A Merchant Or Seller Collecting State Taxes Or Local Taxes From A Purchaser In Any Electronic Payment Transaction For Which The Merchant Or Seller Pays Or Is Charged An Interchange Fee Will Be Entitled To A Credit Against Such Taxes; To Provide For The Amount Of The Tax Credit; And For Related Purposes.

An Act To Amend Section 27-19-63, Mississippi Code Of 1972, To Provide That If The Owner Or Operator Of A Purchased Vehicle Acquired The Vehicle From A Dealer And As Part Of The Transaction Of Purchasing The Vehicle Traded In A Vehicle To The Dealer, The Person May Retain The License Plate Removed From The Traded Vehicle And Use The License Plate On The Vehicle Purchased And Registered If The License Plate Is Of The Same Series As That Of A New License Plate Required For The Vehicle That Is Purchased And To Be Registered, The License Plate Is Authorized For Use On The Type Of Vehicle Purchased And To Be Registered And The County In Which The License Plate Was Issued Is The Same As The County In Which The Purchased Vehicle Is To Be Registered; An Act To Amend Section 27-19-141, Mississippi Code Of 1972, To Provide That If A Person, Other Than A Dealer Or Agent, Sells Or Transfers A Vehicle To Another Person, In Lieu Of Surrendering The License Plate, The Person May Retain And Use The License Plate On Another Vehicle That Is To Be Registered By Such Person For The First Time If The License Plate Is Of The Same Series As That Of A New License Plate Required For Such Vehicle That Is To Be Registered, The License Plate Removed From The Vehicle Is Authorized For Use On The Type Of Vehicle To Be Registered And The County In Which The License Plate Was Issued Is The Same As The County In Which The Vehicle Is To Be Registered; And For Related Purposes.
