An Act To Amend Section 25-11-105, Mississippi Code Of 1972, To Provide That A Member Of The Public Employees' Retirement System Must Be Terminated From Membership In The System If The Member Is Convicted Of Or Pleads Guilty Or Nolo Contendere To A Felony That Is Related To Or In Connection With The Member's Employment In The State Service And Which Is Committed On Or After July 1, 2022; To Amend Section 25-11-111, Mississippi Code Of 1972, To Provide That A Member Who Is Charged With Such Crime Who Retires And Receives A Retirement Allowance After Being Charged With The Crime Must Continue To Receive The Retirement Allowance Until Such Time As The Member Is Convicted Of Or Pleads Guilty Or Nolo Contendere To The Crime, At Which Time The Member's Retirement Allowance Must Be Terminated; To Amend Section 25-11-117, Mississippi Code Of 1972, To Provide For The Refund Without Interest Of The Accumulated Contributions Of A Member Who Is Convicted Of Such Crime; To Amend Sections 25-15-3 And 25-15-13, Mississippi Code Of 1972, To Provide That An Active Member Of The System Who Is Participating In The State And School Employees Life And Health Insurance Plan, And Who Otherwise Would Be Eligible To Receive A Retirement Allowance But Is Terminated From Membership In The System Because Of The Member's Conviction Of Or Plea Of Guilty Or Nolo Contendere To Such Crime, Is Eligible To Continue To Participate In The Plan Under The Same Conditions And Coverages For Retired Employees; And For Related Purposes.

An Act To Amend Section 23-15-905, Mississippi Code Of 1972, To Provide That No Person Shall, At The Same Time, Be A Member Of The Legislature And Be An Elected Officer Of Any County Or Municipality; To Provide That An Elected Officer Of A County Or Municipality Must Resign From That Position If He Or She Is Declared The Winner Of The Legislative Office Before He Or She Takes The Oath Of Office For That Position; To Provide That A Member Of The Legislature Must Resign From That Position If He Or She Is Declared The Winner Of An Elected Office For A County Or Municipality Before He Or She Takes The Oath Of Office For That Position; And For Related Purposes.

An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist Holmes County, Mississippi, In Paying Costs Associated With Road And Street Improvements In The County And Improvements To County Buildings And Facilities; And For Related Purposes.

An Act To Create A Special Fund In The State Treasury To Be Known As The "historic Courthouse Fund"; To Provide That The Fund Shall Be Administered By The Department Of Archives And History For The Purpose Of Making Grants To Counties For The Maintenance And/or Restoration Of Historic Courthouses In Mississippi; To Provide That In Order To Receive A Grant From The Fund, A County Must Provide Matching Funds In The Amount Of Twenty-five Percent Of The Grant; To Authorize The Department To Solicit Gifts And Accept Donations For The Fund, And To Sell Donated Property And Deposit The Proceeds In The Fund; To Authorize The Legislature To Appropriate, Transfer Or Otherwise Provide Additional Funds For The Fund; To Provide That All Funds Deposited In The Historic Courthouse Fund Shall Be Expended, Upon Appropriation By The Legislature, By The Department Of Archives And History As Provided In This Act; And For Related Purposes.

An Act To Enact Cole's Law To Prohibit Discrimination Against Recipients Of An Anatomical Gift Or Organ Transplant Based On Disability; To Define Certain Terms For The Act; To Provide Requirements For Covered Entities; To Provide For The Relief Provided By The Act; To Provide Certain Requirements Of Insurers; And For Related Purposes.

An Act To Create The Housing Loan Assistance Pilot Program To Be Administered By The Mississippi Development Authority For The Purpose Of Providing Loans To Certain Persons To Repair An Existing Home Or To Construct A New Home; To Authorize The Issuance Of $3,000,000.00 In State General Obligation Bonds To Provide Funds For The Housing Loan Assistance Pilot Program; To Create The Housing Loan Assistance Bond Sinking Fund For The Purpose Of Providing That The Principal And Interest On The Bonds Authorized Under This Act Will Be Paid Primarily From Certain Fees Authorized By This Act; To Amend Section 25-7-9, Mississippi Code Of 1972, To Create An Additional Fee For Recording Deeds And Deeds Of Trusts With The Office Of The Chancery Clerk; To Require The Chancery Clerk To Remit Such Fees To The Mississippi Development Authority To Be Deposited Into The Housing Loan Assistance Bond Sinking Fund; And For Related Purposes.

An Act To Amend Section 27-65-75, Mississippi Code Of 1972, To Provide That Eighteen And One-half Percent Of The Sales Tax Revenue Collected From Business Activities Outside The Municipalities In A County Shall Be Paid To The County; To Provide That Such Monies Shall Be Used For Street And Road Construction, Repair And Maintenance; To Amend Section 27-65-53, Mississippi Code Of 1972, In Conformity Thereto; And For Related Purposes.

An Act To Direct The Governor And The Division Of Medicaid To Enter Into Negotiations With The Federal Government To Obtain A Waiver Of Applicable Provisions Of The Medicaid Laws And Regulations To Create A Plan To Allow The Expansion Of Medicaid Coverage In Mississippi; To Specify The Provisions That The Governor And The Division Shall Seek To Have Included In The Waiver Plan; To Provide That If A Waiver Is Obtained To Allow The Expansion Of Medicaid Coverage, The Division Shall Amend The State Plan To Include The Provisions Authorized In The Waiver And Shall Begin Implementing The Plan Authorized By The Waiver; To Amend Section 43-13-115, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.

An Act To Amend Section 37-3-2, Mississippi Code Of 1972, To Authorize The Commission Of Teacher And Administrator Education, Certification, Licensure And Development To Charge Reasonable Fees For Application For Certificates Of Licensure And Renewal; To Provide An Aggrieved Party Whose License Has Been Revoked Or Suspended By The Commission With A Right To Appeal To The Board Or, In The Case Of Aggrieved Parties Employed By A Public Special Purpose School, To Appeal To The Chancery Court Of The First District Of Hinds County, Mississippi; To Require The Commission To Deny Application For Licensure If The Applicant's License Has Been Revoked, Suspended Or Surrendered In Another State Until The Disciplining State Clears The Charges Against The Applicant; To Permit The Commission To Permanently Revoke A License Based Upon The Severity Of The Offense; To Provide That Knowingly Or Willfully Committing Any Acts Affecting The Validity Of Accountability Results Shall Be Grounds For Licensure Revocation Or Suspension; To Provide That Local School Board-approved Resignation Of A Licensed Employee Due To A Violation Of The State Board Of Education's Professional Code Of Ethics Standard Of Conduct May Result In Suspension Or Revocation Of The Employee's License; To Provide That Only The State Board Of Education May Stay The Enforcement Of A Decision Or Order It Issues, And Not The Filing Of An Appeal In Chancery Court; And For Related Purposes.
