An Act To Provide A Civil Cause Of Action For Engaging In Human Trafficking Or Intentionally Or Knowingly Benefitting From Participation In Human Trafficking; And For Related Purposes.

An Act To Establish The Seizure Safe Schools Act; To Provide That Beginning On July 1, 2023, Each Public School Board And The Governing Body Of Each Nonpublic School Shall Have At Least One Employee At Each School Who Has Met The Training Requirements Necessary To Administer Seizure Rescue Medication Or Perform Manual Vagus Nerve Stimulation For Person Experiencing Seizure Disorder Symptoms; To Require Training For Such Person To Be Consistent With Guidelines Developed By The Epilepsy Foundation Of America Or Similar Successor Organization, To Require The Training To Occur Every Two Years For Those Employees Of The School With Direct Contact Or Supervision Of Children; To Require The Parents Or Legal Guardians Of Children Who Experience Seizure Disorder Symptoms To Provide Written Authorization To The School For The Administration Of Necessary Medication Along With A Written Statement From The Child's Medical Provider; To Require The Written Statement And The Child's Seizure Action Plan To Be Kept On File By The School Nurse Or School Administrator; To Authorize Schools To Provide Age-appropriate Seizure Education Programs To All Students On Seizures And Seizure Disorders; To Exempt School Employees Acting In Good Faith And In Substantial Compliance With A Student's Individual Health Plan To Render Assistance To A Child Experiencing A Seizure Episode From Civil And Criminal Liability; And For Related Purposes.

An Act To Allow Students In Public Schools To Engage In Political Activities Or Philosophical Expression Before, During And After The School Day In The Same Manner And To The Same Extent That Students May Engage In Nonpolitical Activities Or Expressions; To Allow Students To Organize Partisan Or Nonpartisan Political Groups, Political Clubs, Political Rallies, Or Other Politically Themed Gatherings Before, During And After School To The Same Extent That Students Are Permitted To Organize Other Noncurricular Student Activities And Groups; To Provide That Nothing In This Act Shall Be Construed To Limit The Authority Of The School, Its Agents Or Employees, To Maintain Order And Discipline On School Premises, To Protect The Well-being Of Students And Faculty, And To Assure That Attendance Of Students At Meetings Is Voluntary; To Provide For The Severability Of The Act; And For Related Purposes.

An Act To Provide That The State Department Of Health Shall Establish A Grant Program To Be Known As The Arpa Rural Water Associations Infrastructure Grant Program To Assist Rural Water Associations In The Construction Of Eligible Drinking Water Infrastructure Projects Under The American Rescue Plan Act (arpa); To Provide That The Program Shall Be Funded From Appropriations From The Coronavirus State Fiscal Recovery Fund; To Provide That Upon The Approval Of An Application For A Grant Under The Program, The Department Shall Enter Into A Project Grant Agreement With Each Grantee To Establish The Terms Of The Grant For The Project, Including The Amount Of The Grant; To Provide That Any Personal Or Professional Services Contracts Entered Into By The Department In Carrying Out Its Responsibilities Under The Grant Program Shall Be Exempt From Review And Approval By The Public Procurement Review Board; To Amend Section 27-104-7, Mississippi Code Of 1972, To Conform To The Preceding Provision; And For Related Purposes.

An Act To Amend Section 63-7-59, Mississippi Code Of 1972, To Revise The Window Tint Regulations To Change The Percentage Of Light Transmission For The Medical Exemption; And For Related Purposes.

An Act To Revise The Mississippi Accountability And Transparency Act Of 2008; To Amend Section 27-104-153, Mississippi Code Of 1972, To Revise The Definition Of "agency" To Include Counties And Municipalities; To Amend Section 27-104-155, Mississippi Code Of 1972, To Provide That By July 1, 2023, Each County With A Population Of 80,000 Or Greater And Each Municipality With A Population Of 10,000 Or Greater Shall Create And Maintain An Accountability And Transparency Website For The County Or Municipality Or Set Up A Separate Section For The County Or Municipality On The County's Or Municipality's Current Website; To Amend Section 27-104-163, Mississippi Code Of 1972, To Conform To The Provisions Of This Act; To Bring Forward Sections 27-104-161, 27-104-103 And 7-7-211, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Amend Section 5-8-3, Mississippi Code Of 1972, To Revise The Definition Of "lobbying" To Include Attempting To Influence The Procurement Of Materials, Services Or Construction By An Agency And Promoting Or Attempting To Influence The Awarding Of A Grant Or Contract With Any Department Or Agency Of The Executive, Legislative Or Judicial Branch Of State Or Local Government; To Revise The Definition Of "lobbyist" To Include Any Individual Who Is Employed By Or Has Contracted With Any Private Entity For The Purpose Of Providing Any Type Of Consulting Or Other Similar Service But Also Engages In Any Type Of Lobbying Activities And To Include Any Individual Who Attempts To Influence Any Member Or Employee Of A Governing Authority, County Board Of Supervisors, Utility District, Water Board, Sewer Board, Or Any Other Similar Local Board; To Bring Forward Section 5-8-7, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Create The "mississippi Architects And Engineers Good Samaritan Act"; To Provide Immunity From Liability For Any Civil Actions Arising From Work Performed By Architects Or Engineers At The Request Of An Elected Official During A State Of Emergency; To Provide That The Immunity Provided By This Act Shall Only Apply To Safety Assessment Services; To Bring Forward Section 11-46-9, Which Exempts Governmental Entities From Liability Under Certain Circumstances For Purposes Of Possible Amendment; And For Related Purposes.

An Act To Establish The Position Of The American Rescue Plan Act (arpa) Expenditures Ombudsman, Who Shall Be Appointed By The Governor For A Term That Expires On December 31, 2026; To Provide That The Ombudsman Shall Oversee All Expenditures Of Arpa Funds Made By The Legislature, The Governor And All State Agencies And Solicit Feedback From The Public About The Ongoing Expenditure Of Arpa Funds In The State; To Provide That The Ombudsman Shall Prepare An Annual Report On How Arpa Funds Are Being Expended, Who The Funds Are Helping, And What Improvements Can Be Made In The Allocation Of The Funds, And The Report Shall Be Provided To The Governor And The Legislature And Shall Be Made Available To The Public; To Provide That The Annual Compensation Of The Ombudsman For The Performance Of His Or Her Duties Shall Be Paid From Arpa Funds That Are Appropriated By The Legislature For That Purpose; And For Related Purposes.

An Act Entitled The "second Amendment Preservation Act"; To Provide That The Mississippi Legislature Preempts The Law Of Firearms, Components, Ammunition And Firearm Supplies To The Complete Exclusion Of Any Order, Ordinance Or Regulation By Any Political Subdivision Or Municipality Of This State; To Provide That The Comprehensive Firearms Code Of The State Of Mississippi Is Interposed In Place Of Any Federal Law Confiscating Firearms Of Law-abiding Citizens; To Bring Forward Sections 45-9-51, 45-9-53 And 45-9-101, Mississippi Code Of 1972, Which Provide Conditions On Carrying Concealed Weapons; To Bring Forward Sections 97-37-7 And 97-37-9, Mississippi Code Of 1972, Which Provide Conditions And Penalties For Carrying Concealed Firearms And Deadly Weapons; And For Related Purposes.

An Act To Create The Unemployment Insurance Integrity Act Of 2022; To Provide Definitions; To Provide That To Ensure The Integrity Of The State's Unemployment Insurance Program And To Verify Eligibility And Prevent Fraudulent Filing And Payment Of Claims, The Mississippi Department Of Employment Security Shall Use The Integrity Data Hub To Verify The Integrity Of The State's Unemployment Insurance Rolls, Check, On A Weekly Basis, The Unemployment Insurance Rolls Against The Mississippi Department Of Corrections' List Of Incarcerated Individuals To Verify Eligibility And Ensure Program Integrity, And Check, On A Weekly Basis, New Hire Records Against The National Directorate Of New Hires To Verify Eligibility; And For Related Purposes.

An Act To Amend Section 71-5-19, Mississippi Code Of 1972, To Provide That If A Person Disagrees That An Overpayment Of Benefits Has Occurred Or That The Overpayment Was Through No Fault Of The Person, He Or She Shall Have The Right To Appeal To The Department Of Employment Security; To Provide That The Department Of Employment Security Shall Waive The Right Of Recovery Of Any Overpaid Benefits Received By Any Person Who Has Received Benefits Under This Chapter When Certain Conditions Are Met; And For Related Purposes.
