An Act To Require The Department Of Human Services To Develop And Use A Process To Help Ensure That Subgrantees That Receive Grant Funds From The Department Sufficiently Reflect The Demographic Makeup Of The Eligible Population For The Program For Which The Grants Are Made; And For Related Purposes.

An Act To Provide That If A Court Adjudicates A Person As Mentally Incompetent Or Orders That A Person Be Committed To A Hospital, Mental Health Treatment Facility Or Other Institution Qualified To Provide Care And Treatment For Persons With Mental Illness, Then The Clerk Of Court Shall Notify The Department Of Public Safety Of Such Order; To Provide That If A Person Voluntarily Commits Himself Or Herself To Such A Hospital, Facility Or Institution, Then The Hospital, Facility Or Institution Shall Notify The Department Of Public Safety; To Provide That The Department May Use The Information Contained In The Notification Solely For Purposes Associated With Issuing, Denying, Suspending Or Revoking Such Person's License, Or Application For A License To Carry A Stun Gun, Concealed Pistol Or Concealed Revolver; To Provide That Records Associated With This Information Are Not Public; To Amend Section 45-9-101, Mississippi Code Of 1972, To Require That The Department Maintain An Automated Listing Of Persons Who Are The Subject Of Such Notifications And Review The Listing As Necessary; To Bring Forward Section 97-37-7, Mississippi Code Of 1972, For Purposes Of Amendment; And For Related Purposes.

An Act To Require The High School Curriculum In School Districts Assigned An Accountability Rating Of "c", "d" Or "f" To Include Courses In Vocational Education, Agriculture, Forestry And Home Economics; To Require The State Board Of Education To Adopt Curriculum Standards And To Collaborate With Other Agencies In Developing Course Materials So That Those Courses Are Uniform In Districts Across The State; To Require Students Taking Such Courses To Be Awarded Elective Credits That May Be Counted Toward Graduation Requirements; To Amend Sections 37-13-151 And 37-13-153, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Amend Section 37-3-2, Mississippi Code Of 1972, To Authorize The State Department Of Education To Grant A Special Expert Citizen-teacher License To Persons Teaching Such Courses; To Prohibit The State Board Of Education From Requiring A Person To Possess A Bachelor's Degree In Order To Be Granted An Expert Citizen-teacher License; And For Related Purposes.

An Act To Amend Section 49-7-26, Mississippi Code Of 1972, To Require The Department Of Wildlife, Fisheries And Parks To Create An Electronic Harvest Reporting Program For White-tailed Deer And Wild Turkey; To Provide That The Program Shall Be Simple To Use By Sportsmen So As To Promote Compliance And Accurate Reporting; And For Related Purposes.

An Act To Amend Section 25-11-121, Mississippi Code Of 1972, To Increase From 10% To 20% The Maximum Percentage Of Investments Of The Public Employees' Retirement System That Are In The Form Of A Separate Account Managed By A Securities And Exchange Commission Registered Investment Advisory Firm Retained As An Investment Manager By The Board Of Trustees Of The System Or A Limited Partnership Or Commingled Fund Approved By The Board Of Trustees; And For Related Purposes.

An Act To Create The "2022 Mississippi Youthbuild Pilot Program Act"; To Establish A Youthbuild Program At Coahoma Community College And At Jones County Junior College To Determine The Potential Impact Of Youthbuild On Helping Low Income Youth Rebuild Their Lives And The Communities In Which They Live; To Provide That Certain Disadvantaged Youth Will Be Provided With Opportunities Through The Youthbuild Program For Employment, Education, Leadership Development, Entrepreneurial Skills Development And Training In The Construction Or Rehabilitation Of Housing For Special Needs Populations And Low Income Households; To Define Certain Terms; To Require Each College To Apply For Grant Funding From The United States Department Of Labor; To Require The Department Of Human Services To Provide The College's Required Matching Funds For A Youthbuild Grant; To Specify Certain Services That Must Be Provided Through The Youthbuild Program; To Establish Eligibility Criteria For Participation In The Program; To Require The Division Of Family And Children's Services To Submit A Report To The Legislature On The Youthbuild Program Before January 1, 2025; To Bring Forward Section 43-1-53, Mississippi Code Of 1972, Which Establishes The Division Of Family And Children's Services Within The Department Of Human Services, For Purposes Of Possible Amendment; To Bring Forward Section 43-26-1, Mississippi Code Of 1972, Which Creates The Mississippi Department Of Child Protection Services, For Purposes Of Possible Amendment; And For Related Purposes.

An Act To Create The Mississippi Teachers' Salaries Task Force To Study And Make Recommendations On How The State May Increase Funding For Teachers' Salaries In Order To Achieve And Maintain Salaries At The Southeastern Average; To Prescribe The Membership Of The Task Force; To Require The Task Force To Make A Report Of Its Findings And Recommendations To The Legislature By December 1, 2022; And For Related Purposes.

An Act To Provide A State Income Tax Credit For Taxpayers Claiming The Federal Earned Income Tax Credit; To Provide The Amount Of The Credit; To Provide That If The Amount Of Credit Claimed By A Taxpayer Exceeds The Amount Of Income Tax Imposed Upon The Taxpayer For The Taxable Year, Then The Taxpayer Shall Receive A Refund From The Department Of Revenue For The Amount Of Such Excess; And For Related Purposes.

An Act To Require School Districts Accredited At One Of The Three Lowest Accountability Ratings, As Defined By The State Board Of Education, To Adopt Certain Policies And Procedures Regarding Daily Curriculum, Weekly Homework Assignments, Parental Involvement, Dress Codes, School Holidays, Parent-teacher Conferences And A School Syllabus; To Require Alternative Schools In Those Districts To Adhere To The Same Policies And Procedures; To Require All Local School Districts To Implement A Video Streaming Program In Conjunction With The United States Department Of Labor To Aid In The Development Of An Alternative Career-track Curriculum Based Upon Occupational Projections In The State And Country For The Next Five Years; To Require School Districts To Assist Students In Accessing Information From The Department Of Labor Which Will Enable The Students To Make Career Choices; To Require A School District's Alternative Career-track Curriculum To Satisfy Its Graduation Requirements And Lead To The Awarding Of A Standard High School Diploma; And For Related Purposes.

An Act To Create New Sections 25-11-147 And 25-11-321, Mississippi Code Of 1972, To Provide That If A Member Of The Public Employees' Retirement System Who Is An Elected Official Or A Member Of The Supplemental Legislative Retirement Plan Is Convicted Of Or Enters A Plea Of Guilty Or Nolo Contendere In Any Court To A Felony In Which Public Funds Were Unlawfully Taken, Obtained Or Misappropriated In The Abuse Or Misuse Of The Person's Office That Is Committed On Or After July 1, 2022, The Court Shall Conduct A Hearing In A Separate Civil Proceeding To Determine If All Of The Conditions Have Been Met; To Provide That If All Of The Conditions Have Been Met, The Court Shall Issue An Order That The Member's Retirement Benefits From The System Or Plan Be Suspended; To Provide That A Member Who Is Convicted Of Such A Felony Shall Not Have His Or Her Retirement Benefits From The System Or Plan Suspended Until All Appeals Of The Conviction Have Been Finally Concluded Or The Time For An Appeal From The Conviction Has Expired; To Provide That After Receiving The Suspension Order From The Court, The System Shall Request The Attorney General For A Determination Of Whether All Appeals Of The Conviction Have Been Finally Concluded Or The Time For An Appeal From The Conviction Has Expired; To Provide That After The Attorney General Notifies The System That All Appeals Of The Conviction Have Been Finally Concluded Or The Time For An Appeal From The Conviction Has Expired, The Member's Retirement Benefits From The System Or Plan Shall Be Suspended Until The Member Has Made Full Restitution Of The Public Funds That Were Unlawfully Taken, Obtained Or Misappropriated In The Abuse Or Misuse Of The Member's Office, As Determined By The Attorney General; To Provide That If A Member Of The System Or Plan Is Also A Member Of Another Retirement System Administered By The Board Of Trustees Of The System, And The Felony For Which The Member Was Convicted Or Entered A Plea Of Guilty Or Nolo Contendere Was In Connection With The Member's Service As An Elected Official That Is Covered By Only One Of The Retirement Systems, The Member's Retirement Benefits Will Be Suspended Only From The Retirement System In Which His Or Her Service As An Elected Official Was Covered At The Time That He Or She Committed The Felony; To Provide That The System May Conclusively Rely On A Suspension Order From The Court And The Notice From The Attorney General That The Requirements Of This Act Have Been Met In Suspending A Member's Retirement Benefits From The System Or Plan; To Provide That The System Is Not Liable For Any Mistake In The Payment Of Retirement Benefits To A Member In Good Faith Reliance On A Suspension Order From The Court And The Notice From The Attorney General; To Provide That Any Ambiguity Or Uncertainty About Whether A Member's Retirement Benefits From The System Or Plan Should Be Suspended Shall Be Resolved In Favor Of The Member; To Amend Sections 25-11-111, 25-11-120, 25-11-129, 25-11-309 And 25-11-319, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.

An Act To Amend Section 37-16-5, Mississippi Code Of 1972, To Require Local School Boards To Assess The Student Performance Of All Eleventh Grade Students Using The General Educational Development Or High School Equivalency Test Program; To Prohibit Students Determined By The Assessment To Be Performing Below Grade Level From Exercising Any Senior Privilege Of Early Release From School; And For Related Purposes.
