Requires port authorities to obtain voter approval to incur indebtedness for developments located more than two thousand feet from the shoreline of the Missouri River or the Mississippi River
Allows counties and municipalities to establish "hospital zone'' and provides for the enhancement of penalties when driving offenses occur within such zones
Requires the Highway Patrol to investigate any incident occurring in St. Louis city or county in which a law enforcement officer is involved in a shooting or instance resulting in serious bodily harm or death.
Requires the Highway Patrol to conduct an independent investigation any time a person under the age of fifty-five dies within a department of corrections facility
