Prohibits licensed professionals from being penalized by their licensing board for the exercise of rights protected under the free exercise clause or free speech clause
Allows for the parole board to grant parole with lifetime supervision to certain persons who were under twenty years of age at the time an offense was committed
Establishes the "First-Time Business Owner Savings Account Act" and authorizes a tax deduction for contributions to a savings account dedicated to starting a new business
