Establishes the offenses of harassment of a school or recreation athletic official and entry or remaining on site of a school or recreation athletic contest after being forbidden
Allows certain marijuana-related offenses and violations to be expunged if the offenses or violations occurred in Missouri prior to the issuance of a patient identification card
Amends the House Rules to allow visitors with concealed carry permits to carry firearms in the House upper chamber gallery and in House hearing rooms and prohibits the House from using metal detectors in areas of the capitol building under the control of the House
Increases, upon voter approval, the cigarette tax from $0.17 per pack of 20 cigarettes to $0.27 per pack to be used for public education and health care purposes.
