Prohibiting a person doing business in the State from knowingly manufacturing or selling, distributing, dispensing, or otherwise supplying a drug or medical device or compounding a drug if the person knows or reasonably should know certain authorization was prompted, either directly or indirectly, by a person seeking the drug or device with the intent that the drug or device will be used to carry out a death sentence.

Requiring the Secretary of Budget and Management to include a certain obesity management and treatment program in the State Employee and Retiree Health and Welfare Benefits Program; establishing requirements for the obesity management and treatment program; and requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide coverage for an obesity management and treatment program for certain individuals who have been diagnosed with obesity, diabetes, or other obesity-related conditions.

Authorizing a person to operate an electric personal assistive mobility device (EPAMD) that is equipped with certain audible devices; requiring an operator of a bicycle, a motor scooter, or an EPAMD to give an audible warning by voice or device before passing a pedestrian; establishing that a violation of the audible warning requirement is a secondary offense subject to a civil penalty of $25; etc.

Requiring the Department of Natural Resources to establish and implement a pilot program for ecosystem value-oriented forest management plans to provide additional incentives for enrolling in and extending commitments to forest conservation and management; establishing the Forest Ecosystem Value Incentives Fund as a special, nonlapsing fund to finance the pilot program; and requiring the Governor to include in the annual budget bill an appropriation of $10,000,000 to the Fund in fiscal year 2028.

Establishing that a vessel registered under Title 8, Subtitle 7 of the Natural Resources Article is not a nonwater-dependent project for the purpose of certain provisions of law regarding construction on State or private wetlands, regardless of how the vessel is used or operated.

Requiring the State Department of Education to make public certain discipline-related data in a usable format for the Department's website; providing that "high suspending" is 10% or more of students in an elementary school and 25% or more in a secondary school; requiring the Department to maintain and use a certain risk ratio and State comparison threshold to identify a school's disproportional disciplinary practices; and requiring high-suspending schools to create a corrective action plan.

Authorizing the State Highway Administration to place and use speed monitoring systems in Queen Anne's County on U.S. Route 301 at the intersections of or in between Maryland Route 405 and Maryland Route 19.

Requiring, as a condition of licensure, certain applicants for cannabis licenses and cannabis licensees to establish the existence of a certain labor peace agreement under certain circumstances.

Repealing the requirement that a proposed new academic program be a graduate program in order for the Maryland Higher Education Commission or institutions of higher education in the State to file an objection to implementation of the proposed program.

Establishing the Anthony McCarthy Task Force to Study Dialysis Outcomes; requiring the Task Force to study methods, programs, and approaches that improve dialysis patient outcomes and make legislative recommendation regarding methods to improve patient outcomes while minimizing taxpayer burdens; and requiring the Task Force to report its findings to the General Assembly by May 31, 2027.

Prohibiting certain governmental entities or a company acting under a contract with certain governmental entities from entering into agreements facilitating, paying for costs related to, receiving any payment related to, or otherwise giving financial incentive to a private entity in relation to detention by private entities, and from approving zoning variances or permits for the use of buildings by a private entity as a detention facility.
