Requiring the Vehicle Emissions Inspection Program to provide for a biennial exhaust emissions test only on vehicles that are equipped with an on-board diagnostic II system and are at least 7 model years old; repealing the requirement that the emissions equipment and misfueling inspection be performed under the Program; authorizing a vehicle owner to take the biennial exhaust emissions test at an approved certified repair facility; etc.

Requiring the Department of the Environment's Wetlands and Waterways Program Division to study permitting for ecological restoration projects; requiring the Department to report its findings and recommendations to the Governor and the General Assembly by June 1, 2024; etc.

Authorizing the Board to waive certain distance restrictions under certain circumstances; and authorizing the transfer of a certain Class A alcoholic beverages license from one area of Baltimore City to another area within Baltimore City.

Requiring a prescriber to notify the Prescription Drug Monitoring Program as to whether the prescriber has received education regarding the risks of opioid use, is aware that an opioid overdose reversal drug is available, and has prescribed or dispensed an opioid overdose reversal drug if the prescriber prescribes or dispenses an opioid in a dosage of 50 morphine milligram equivalents or more; and prohibiting a prescriber from being required to make the notification more than once for each patient.

Requiring certain social networks to dedicate at least 2% of advertisements on their platforms to certain public service announcements; requiring certain social networks to pay a certain 9-1-1 social network fee; and requiring the Comptroller to perform certain duties relating to the collection of the 9-1-1 social network fee.

Requiring the United States government course taught in high schools in Calvert County to include a certain unit beginning in the 2024-2025 school year; requiring the State Board of Education to adopt certain civic education standards, approve certain civic education curriculum, and curate certain oral history resources; and requiring the Calvert County Board of Education to establish a certain civic education curriculum.

Requiring the governing body of a common ownership community to develop a smoking policy if the property subject to the control of the governing body is a multifamily dwelling.

Requiring the State designated exchange to operate as a health data utility for the State for certain purposes; requiring dispensers to provide certain medication data to the State designated exchange; requiring dispensers to submit certain prescription information to the State designated exchange; and requiring the State designated exchange to establish a consumer advisory council to bring the perspective of individuals and organizations with an interest in protecting consumers into the delivery of services provided by the exchange.

Establishing the Rural Nonemergency Medical Transportation Program to allow hospitals to coordinate transportation provided by a nonprofit organization to or from medical services for eligible individuals; and requiring the Governor, beginning in fiscal year 2024, to include in the annual budget an appropriation of $1,000,000 carry out the Act.

Designating "Come Home to Maryland" as the State song.

Prohibiting a State or local entity from requiring any additional immunizations for a child entering school other than the immunizations required by the Maryland Department of Health.

Authorizing a person who offers certain residential real property for sale to a third party, for the first 30 days, to accept only an offer to purchase the property made by certain persons; and altering the rate of the State transfer tax payable for an instrument of writing for a sale of certain residential real property under certain circumstances.
