Amend KRS 15A.066 to include methods provided by the Rules of Civil Procedure for securing testimony in lieu of personal attendance; make technical corrections.

Amend KRS 610.130 relating to dispositional orders to make technical corrections.

Amend KRS 407.440 relating to the right of the Attorney General to appeal a support order to make technical corrections.

Amend KRS 141.383 and 154.61-020 to allow that any unallocated portion of the $75 million credit cap be carried forward for utilization in subsequent calendar years for high-impact motion pictures or entertainment productions; amend KRS 154.12-280 to require the Kentucky Film Office to review applications, notify applicants of additional information needed, and forward applications to the Cabinet for Economic Development and the Kentucky Film Leadership Council; amend KRS 154.12-282 to update functions and purposes of the Kentucky Film Leadership Council; amend KRS 154.61-010 to define terms and revise definitions; provide that a motion picture or entertainment production eligible for credit includes a video game, music video, or commercial; amend KRS 154.61-020 to increase the minimum amount of qualifying expenditures and qualifying payroll expenditures that must be expended by an approved company to qualify for tax incentives; require, in addition to current reports, the submission of a certified audit by an approved company within 180 days of completion of production.

Amend KRS 247.801 to amend the definition of "agritourism activity"; define "working animal"; create a new section of KRS 247.800 to 247.810 to prohibit a city, town, county, or other political subdivision of the Commonwealth from restricting a person from engaging in an agritourism activity; require that an agritourism activity comply with public health and safety requirements and any existing law enforceable by police powers of local government.

Create a new section of KRS Chapter 158 to define "agricultural product" and "Kentucky-grown agricultural product"; allow a local school board or local school district participating in any of the United States Department of Agriculture Child Nutrition Programs to purchase Kentucky-grown agricultural products in accordance with federal law.

Amend KRS 61.315 to define "rescue squad personnel"; expand eligibility for in the line of duty death benefits to rescue squad personnel; require the Division of Emergency Management to promulgate administrative regulations establishing necessary criteria and procedures; amend KRS 164.2841 to define "rescue squad personnel"; expand eligibility for tuition and fee exemption to dependents of rescue squad personnel who died in the line of duty; amend KRS 342.316 to conform.

Amend KRS 156.153 to permit schools to use non-school bus passenger vehicles designed for 10, instead of 9, or fewer passengers; limit statewide driver qualification, training, and drug testing requirements to drivers of non-school bus passenger vehicles along regular bus routes and permit local school boards to adopt district policies on the use of those vehicles to and from approved school activities; exclude parents transporting students to and from school pursuant to a compensation agreement from the requirements of the section; amend KRS 160.380 to conform; EMERGENCY.

Amend KRS 439.3406 to prohibit an inmate from qualifying for mandatory reentry supervision if the inmate has previously been convicted of 2 or more offenses that would classify him or her as a violent offender under KRS 439.3401 or has been recommitted to prison for a violation of probation, shock probation, parole, or conditional discharge; require the Department of Corrections to produce an annual report on the results of the mandatory reentry supervision program by February 1 of each year.

Create a new section of KRS Chapter 65 prohibiting a local government from adopting or enforcing certain restrictions on the occupancy of dwelling units; state that the prohibition does not affect a local government's ability to enforce safety codes including the state building code or any uniform code or administrative regulation related to fire safety or the construction or safety of buildings.

Amend KRS 186.230 and 186.120 to conform to gender-neutral language.

Create new sections of KRS Chapter 391 to establish the Kentucky Uniform Real Property Transfer on Death Act to codify provisions for the creation, administration, modification, termination, and validity of transfer on death deeds; define terms; specify that a transfer on death deed is not an inter vivos transfer and that the transfer occurs at the time of the transferor's death; specify that the transferor retains the power to revoke a transfer on death deed; establish that a transfer on death deed is nontestamentary; establish requirements for a transfer on death deed and specify the process of recording a transfer on death deed; specify that a transfer on death deed is effective without acceptance by the beneficiary during the transferor's lifetime; establish provisions for the revocation of a transfer on death deed by instrument or act; establish the effect of a transfer on death deed during the transferor's life; allow a beneficiary to disclaim the property interest in the deed; establish a form for creating at transfer on death deed; establish a form for revocation of a transfer on death deed; require the Department of Revenue to provide the established forms; specify the applicability of KRS Chapter 391; conform to federal requirements related to electronic signatures and records; amend KRS 64.012 to provide the recording fee for a transfer on death deed or revocation; require the Department of Medicaid Services to prescribe and provide a form requiring information related to any Medicaid lien; provide that Sections 1 to 14 of this Act may be cited as the Uniform Real Property Transfer on Death Act; Amend KRS 381.280, 382.110, 382.135, 391.360, 392.020, 392.070, and 403.190 to conform; create a new section of KRS Chapter 186A to define terms; establish requirements for a transfer of a vehicle's title to a named beneficiary upon the death of the owner; direct the Transportation Cabinet to develop a form for transfer; amend KRS 395.455 to dispense with administration of an estate and transfer property under certain circumstances relating to minors and payment of preferred claims.

Create new sections of KRS Chapter 194A to establish the Kentucky all-payer claims database; establish purposes, definitions, and a restricted fund for the database; require the executive director of the Office of Data Analytics to develop, implement, operate, and maintain the database and promulgate administrative regulations to carry out those duties; establish an advisory council to make recommendations to the executive director; establish requirements for database administration and operations; require state-regulated health payers to report to the database; amend KRS 194A.030, 194A.101, and 304.2-100 to conform; create a new section of Subtitle 99 of KRS Chapter 304 to require the commissioner of insurance to enforce reporting requirements; establish time for making initial appointments and provide for staggered appointments to the advisory council; require the Cabinet for Health and Family Services or the Department for Medicaid Services to seek federal approval if it is determined that such approval is necessary; provide authorization from the General Assembly to make changes in the Medicaid program as required under KRS 205.5372(1).

Amend KRS 186.230 and 186.120 to conform to gender-neutral language.

Create a new section of KRS Chapter 342 to establish the Department of Workers' Claims to be administratively attached to the Office of the Governor; amend KRS 342.122 to provide that the combined budgets of the Occupational Safety and Health Review Commission, Workers' Compensation Nominating Committee, Department of Workplace Standards, and the proportional support for general administration and approved indirect cost allocation to the Education and Labor Cabinet, shall not exceed 75% of the total combined budget submitted by the Workers’ Compensation Funding Commission and that the Workers’ Compensation Funding Commission, the Department of Workers’ Claims, the Occupational Safety and Health Review Commission, the Workers’ Compensation Nominating Committee, the Department of Workplace Standards, excluding the Division of Wages and Hours contained within the Department of Workplace Standards, and the Education and Labor Cabinet, shall each submit a budget which shall be combined by the Workers’ Compensation Funding Commission and reflected in the enacted budget of the Commonwealth; amend KRS 342.228 to require the commissioner of the Department of Workers' Claims to have specified knowledge and experience in the areas of public administration, administrative law, and workers' compensation by having a minimum of 8 years of legal practice experience in the area of workers' compensation; amend KRS 342.230 to authorize the commissioner to fill all positions in the Department for Workers' Claims with KRS Chapter 18A employees; amend KRS 151B.015 to remove the Department of Workers' Claims from the Education and Labor Cabinet; amend various other sections to conform; provide that all records, equipment, staff, budgets, and unexpended funds associated with the Department of Workers' Claims shall be transferred as part of the reorganization; provide that all administrative regulations, decisions, and actions of the department that have not been repealed or rescinded shall continue in effect after the effective date of the Act, unless and until they are amended, repealed, or rescinded by the department after the effective date of this Act; EMERGENCY.
