Redistricting commission. Requires the general assembly to establish a commission to draw congressional and legislative districts not later than July 1, 2027. This proposed amendment has not been previously agreed to by a general assembly.

Recognizing St. Jude Children's Research Hospital. A SENATE RESOLUTION recognizing the humanitarian efforts of St. Jude Children's Research Hospital for the Supporting Action For Emergency Responses (SAFER) Ukraine program.

Teacher education scholarship programs. Increases the annual scholarship amount that the commission for higher education (commission) may award under the next generation Hoosier educators scholarship program from $7,500 to $10,000. Removes limits on the number of next generation Hoosier educators scholarships that may be awarded. Establishes the next generation Hoosier minority educators scholarship program and fund. Provides that the commission may award a next generation Hoosier minority educators scholarship to an eligible applicant in an amount of $10,000 each academic year for not more than four academic years. Establishes criteria an applicant must meet and terms an applicant must agree to in order to receive a next generation Hoosier minority educators scholarship. Increases the annual scholarship amount that an Earline S. Rogers student teaching scholarship for minority students recipient may receive from $4,000 to $5,000.

Cannabis regulation. Permits the use of cannabis by: (1) a person at least 21 years of age; and (2) a person with a serious medical condition as determined by the person's physician. Establishes the adult use cannabis excise tax, and requires a retailer to transfer the tax to the department of state revenue for deposit in the state general fund. Exempts veterans from payment of the sales tax on medical or adult use cannabis. Establishes a cannabis program to permit the cultivation, processing, testing, transportation, and sale of cannabis by holders of a valid permit. Establishes the Indiana cannabis commission (ICC) as a state agency to oversee, implement, and enforce the program, and establishes the ICC advisory committee to review the effectiveness of the program. Requires that permit holders take steps to prevent diversion of cannabis to unauthorized persons. Requires that cannabis and cannabis products be properly labeled, placed in child resistant packaging, and tested by an independent testing laboratory before being made available for purchase. Prohibits packaging cannabis in a manner that is appealing to children. Authorizes research on cannabis in accordance with rules set forth by the ICC. Establishes a procedure for the expungement of a cannabis related conviction if the act constituting the conviction becomes legal. Makes conforming amendments.

Birth certificate information. Provides that the gender listed on an individual's birth certificate and permanent record made from the birth certificate may not be changed. Specifies certain exceptions.

PFAS water safety standards. Requires the Indiana department of health (department) to establish state maximum contaminant levels for PFAS in water provided by public water systems. Provides that maximum contaminant levels established by the department: (1) must be protective of public health, including the health of vulnerable subpopulations; and (2) may not be less stringent than any maximum contaminant level or health advisory promulgated by the United States Environmental Protection Agency.

Utility receipt tax on water. Imposes a receipts tax on the provision of water utility services and a corresponding use tax on the consumption of water utility services. Provides that the taxes apply to receipts received in taxable years beginning after December 31, 2023, and to the consumption of water utility services billed after December 31, 2023. Provides that the tax rate for both taxes is 1.4%. Requires tax revenues to be distributed to the cities, towns, and counties from which the taxes were derived. Requires cities, towns, and counties to use tax revenues for infrastructure necessary to promote economic development.

Deadline to apply for standard deduction. Provides that to obtain the homestead standard deduction for a desired calendar year in which property taxes are first due and payable, the statement to obtain the deduction must either be completed and dated in the immediately preceding calendar year and filed with the county auditor on or before January 5 of the calendar year in which the property taxes are first due and payable, or, subject to a processing fee of $100, completed, dated, and filed with the county auditor on or before April 30 of the year in which the property taxes are first due and payable.
