States findings of the Legislature and approves administrative rules that impose a fee or charge reviewed by the Senate Resources and Environment Committee and the House Resources and Conservation Committee with an exception.
Amends existing law to revise provisions regarding membership of and appointments to the Judicial Council and to revise provisions regarding duties of the Judicial Council.
Relates to the appropriation to the Public Schools Educational Support Program for the Division of Administrators, the Division of Teachers, and the Division of Operations for fiscal year 2022.
