PART II: Exempts the sale of groceries and nonprescription drugs from the general excise tax. PART III: Removes the state income tax on unemployment compensation benefits. PART IV: Doubles the standard deduction for individuals earning less than $100,000 and joint filers earning less than $200,000. Repeals the incremental increases on standard income tax deduction amounts. PART V: Increases the maximum adjusted gross income allowed to qualify for the low-income household renters' income tax credit and increases the credit amount. PART VI: Repeals the incremental changes to income tax brackets and removes the tax liability for the first $100,000 of individual income earned.

PART I: Requires motor vehicles to have front number plate mounting brackets or devices and for sellers, licensed dealers, or owners to securely affix number plates to the vehicles. PART II: Amends the Traffic Code relating to street racing. PART III: Expands the Automated Speed Enforcement Systems Program to high-risk locations of state or county highways as determined by the Department of Transportation, under certain conditions. Appropriates moneys. PART IV: Authorizes the installation of a school bus infraction detection system on the exterior of a school bus. Establishes strict liability and the process for issuing summons or citations for drivers shown by the system to be in violation of certain school bus laws. Clarifies the liability of drivers near a school bus that is actively monitored by a school bus infraction detection system. Appropriates moneys. PART V: Specifies that the Department of Transportation's Motor Vehicle Safety Office shall administer the Photo Red Light Imaging Detector Systems Program Special Fund and Automated Speed Enforcement Systems Program Special Fund. PART VI: Clarifies language relating to photo red light enforcement, automated speed enforcement, and penalty provisions. PART VII: Requires the Director of Transportation to adopt rules allowing for mobile vehicle safety inspections of passenger cars. Adds sexual assault in the third and fourth degrees to the list of offenses which are not subject to a time limitation for prosecution.

Prohibits private passenger automobile insurance businesses from stockpiling excess premium profits. Requires private passenger automobile insurance businesses to return excess premium profits to consumers.

Increases the aggregate cap on credits allowed in any given year for the Motion Picture, Digital Media, and Film Production Income Tax Credit from $50,000,000 to $60,000,000. Extends the sunset of the tax credit to 1/1/2038. Applies to taxable years beginning after 12/31/2026. Repeals 1/1/2038. Effective 7/1/3000. (HD1)

Requires the Department of Transportation to establish a Clean Transportation Alternatives Incentive Program that returns funds to eligible residents of the State who meet a certain income threshold or use a certain amount of gasoline as fuel for transportation.

Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects in the 32nd representative district.

Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking.

Protects minors from addictive content by imposing special requirements for operators regarding consent, notifications, and age verification. Protects minors from having their online personal data processed without parental consent.

Part I: Establishes an Ombudsman's Office and gives the Real Estate Commission the authority to investigate complaints. Part II: Broadens the list of documents an association must maintain and provide to unit owners.

Requires an audit for a self-insured employer or an insurance carrier that defaults in workers' compensation payments to identify other instances of unpaid compensation claims.

Establishes the offense of criminal mischief as a petty misdemeanor for low level property offenses.

Expands programming and training for the comprehensive offender reentry program under the department of corrections and rehabilitation to reduce the rate of recidivism and increase inmate marketability. Appropriates funds. Effective 7/1/3000. (HD1)

Designates La Hoihoi Ea, Sovereignty Restoration Day, as a state holiday in place of Statehood Day. Effective 7/1/3000. (HD1)

Establishes and appropriates funds for the ʻŌlelo Hawaiʻi Commission to coordinate and promote initiatives that support the use of ʻŌlelo Hawaiʻi. Sunsets 12/2/2030. Effective 7/1/3000. (HD2)
