Amends the Healthcare Preceptor Tax Credit to remove language limiting access only to those practicing in primary care, to add licensed dietitians, physician assistants, and social workers as eligible preceptors and students, and to include residency and followship programs. Adds the Director of Health and a representative of residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2026.

Requires health insurance carriers to honor a patient's written assignment of benefits to a substance use disorder treatment provider. Prohibits health insurance contracts from including anti-assignment clauses that restrict or invalidate a patient's right to assign benefits. Authorizes the Insurance Commissioner to adopt rules and take enforcement action to ensure compliance. Requires the Insurance Commissioner to publish an annual summary. Allows providers to bring civil actions to compel payment and obtain injunctive relief, damages, interest, and attorneys' fees for violations. Deems violations to be unfair methods of competition and unfair or deceptive acts or practices. Requires insurers to furnish an explanation of benefits to the assigned provider upon request.

Specifies a process by which property owners may utilize law enforcement officers to remove unauthorized individuals from dwellings. Establishes the criminal offenses of squatting and fraudulent sale or lease of residential real property. Makes the offense of criminal trespass in the first degree for a person who knowingly enters or remains unlawfully in a dwelling or in or upon the premises of a hotel or apartment building a class C felony, rather than a misdemeanor. Classifies the type of property damage typically inflicted by squatters as a form of criminal property damage in the second degree. Classifies the falsification of documentation typically performed by squatters as a form of unsworn falsification to authorities. Effective 7/1/3000. (HD2)

Establishes a procedure for immediately removing an unlawful occupant of a dwelling or premises with assistance from law enforcement. Provides that an unlawful occupant of a dwelling or premises is civilly liable for unpaid utility bills. Provides that a person who trespasses in or upon a dwelling or premises and intentionally or knowingly damages property in an amount exceeding $999 commits a felony of criminal property damage in the second degree. Requires the Department of the Attorney General to develop, publish, and make available a complaint form to remove unlawful occupants of residential dwellings. Effective 7/1/3000. (HD1)

Amends the Renewable Energy Technologies Income Tax Credit by: Limiting claims for certain solar energy systems that are not third-party financed systems and installed and placed in service on a single-family residential property to taxpayers with an adjusted gross income of $175,000 or less if filing as an individual, $262,500 or less if filing as a head of household, or $350,000 or less if filing jointly; increasing the maximum adjusted gross income an individual taxpayer must be below in order to be eligible to have any excess credits refunded and limiting credit refundability to systems that are not third-party financed systems; and prohibiting a taxpayer from claiming a credit for a renewable energy technology system installed and placed in service on a residential property where the taxpayer has claimed a credit in prior taxable years. Applies to taxable years beginning after 12/31/2026. Sunsets 1/1/2029. (SD2)
