Defines "low alcohol by volume spirits beverage". Establishes a tax on low alcohol by volume spirits beverages at a rate of $0.85 per wine gallon. Effective 7/1/2050. (SD1)

Requires all health insurance policies, contracts, plans, and agreements issued or renewed after 12/31/2025, to provide optional coverage for standard fertility preservation services for persons undergoing medically necessary cancer-related treatments that may cause iatrogenic infertility. Requires an owner or operator of an underground storage tank or tank system with a confirmed release to meet certain standards for the restoration of the environment. Establishes a rebuttable presumption that any detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release. Expands the authority of the family court in child protective proceedings to find that aggravated circumstances are present at any stage prior to the termination of parental rights, not only at the outset of the case or the return hearing. Specifies what acts of torture against a child constitute aggravated circumstances.

Authorizes administrative drivers license revocation hearings to be conducted using interactive conference technology, including teleconference, videoconference, and voice over internet protocol (VoIP) systems. Clarifies that evidence in hearings conducted via interactive conference technology may be submitted and exchanged electronically. (SD1)

Prohibits state and county elected officials from soliciting and accepting campaign contributions during any regular session or special session of the state legislature, including any extension of any regular session or special session or any legislative recess day, holiday, or weekend.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit (tax credit) by, beginning for costs incurred after 12/31/2025, providing an additional credit to qualified productions with a workforce of at least eighty percent local hires; requiring each taxpayer claiming the tax credit to submit an independent third-party certification verifying certain information to the Department of Business, Economic Development, and Tourism; increasing the per-production cap amount to $20,000,000 and excluding qualified productions that incur at least $60,000,000 of qualified production costs from the per-production cap amount; changing the aggregate cap amount to $60,000,000; providing that, beginning for costs incurred after 12/31/2023, if the total amount of tax credits claimed in a year is less than the aggregate cap amount, the cap for the subsequent year shall be increased by the unclaimed amount; defining "streaming platform" and amending the definition of "qualified production" to include certain streaming productions; and extending the sunset date of the tax credit to 1/1/2038. Exempts from the general excise tax certain amounts received by a motion picture project employer from a client company that represent reimbursements for costs paid or incurred by the client company for reasonable employment-related costs of motion picture project workers or loan-out companies. Revises tax map key numbers and the conveyance process by which identified properties are conveyed to the Department of Education pursuant to Act 307, SLH 2022. Directs the conveyance to the County of Kauai of certain lands held by the Department of Education. Directs the conveyance of land on which Kaimuki Middle School is located from the City and County of Honolulu to the Department of Education. Clarifies that land dispositions of school buildings, facilities, and grounds made by the DOE shall not require approval from the Board of Land and Natural Resources when these dispositions are for periods exceeding one year. Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. Requires the Department of Education to charge no less than one-quarter of the cost of preparing a school meal for each school meal. Effective 7/1/3000. (HD1)

Permits the Department of Education and charter schools to hire unlicensed individuals as teachers on an emergency basis for five, rather than three, years. Requires the Hawaii Teacher Standards Board to adopt rules.
