Establishes the hike safe card program and search and rescue special fund to be administered by the Department of Land and Natural Resources. Requires government entities to seek reimbursement for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Exempts persons who possess a hike safe card from search and rescue cost reimbursement, under certain conditions. Requires counties and the State Fire Council to adopt ordinances or rules as necessary to pursue reimbursements. Raises the penalty for criminal trespass from a petty misdemeanor to a misdemeanor. Makes appropriations.

Reestablishes the Cancer Research Center of Hawaii as an organized research unit within the University of Hawaii John A. Burns School of Medicine (JABSOM) that is administered by a director appointed by the University of Hawaii's board of regents with direct lines of reporting to the chancellor of the University of Hawaii at Manoa, provost of the University of Hawaii at Manoa, and dean of JABSOM. Requires funds expended from the Research and Training Revolving Fund for JABSOM and the Cancer Research Center of Hawaii to be used for research and research-related purposes only. Repeals provisions that required the Cancer Research Center of Hawaii to be administratively affiliated with JABSOM.

Amends the Uniform Information Practices Act to require each contract to perform a government function to expressly require the contractor to retain records in accordance with the retention schedule of the agency and provide the agency with access to all records subject to the Uniform Information Practices Act; define "government function" and "trade secret"; clarify that "government record" includes information that is created, received, maintained, or used by a private person in performance of a government function contract; and prohibit agencies from denying a request for access to records of a contractor used in the performance of a government function on the basis of trade secret or other proprietary information. Requires certain app store providers to display age ratings and content description for each app available in their app store. Establishes age verification and parental consent requirements for certain app developers. Establishes violations as unfair or deceptive act or practice. Requires the Department of Commerce and Consumer Affairs to adopt rules no later than 7/1/2026.
