Urging The Counties To Devote Sufficient Funding To Their Respective County Ethics Boards Or Commissions.

Appropriates funds for capital improvement projects in the twenty-sixth representative district.

Allows direct shipment of all forms of liquor, rather than just wine, by certain licensees. Requires the county liquor commissions to adopt rules. Effective 6/30/3000. (HD1)

Prohibits, with certain exceptions, any state agency or political subdivision from providing private information regarding, or authorizing an arrest warrant based on, the receipt or provision of, or assistance with, reproductive health care services that are lawful in the State. Requires the Department of Health to maintain on its website information about access to abortion in the State, including current information about state law. Requires the Director of Commerce and Consumer Affairs to assess and report to the Legislature on any policy changes or legislation needed to ensure that no person is disqualified from licensure or subject to professional discipline based on the lawful receipt or provision of, or assistance with, reproductive health care services in the State.

Requires the Department of the Attorney General to assist with the preparation and filing of assisted community treatment petitions and related court proceedings for private petitioners, unless the petitioner declines the assistance. Authorizes the Family Court to use online hearings for assisted community treatment petitions. Requires the Department of the Attorney General to report to the Legislature prior to the Regular Sessions of 2024 and 2025 on the number of requests for assistance with petitions for assisted community treatment. Eliminates the individual income tax for single filers and heads of households making less than $20,000 or joint filers making less than $40,000 and increases the income tax rate more slowly for low- and medium-income filers.

Provides that, in any island with a population of five hundred or less, Hawaiian language shall be recognized as the sole indigenous language of the Hawaiian islands; public schools may offer a course in Hawaiian language; and every effort shall be made to accommodate Hawaiian speakers. Requires and appropriates funds for the state public charter school commission to study the Hawaiian language, publish resource materials for native speakers of the Hawaiian language, consult stakeholders, and submit a report to the legislature. Requires DOH, DHS, and DOE to research rules, policies, and plan amendments necessary to ensure that medically necessary services, including applied behavior analysis services, for individuals twenty-six years of age or younger with neurodevelopmental disorders, including autism spectrum disorder and fetal alcohol spectrum disorders, are covered under the early and periodic screening, diagnostic, and treatment benefit; state special education services and programs; and the medicaid section 1915(c) home and community based waiver for individuals with intellectual and developmental disabilities. Effective 7/1/3000. (HD2)

Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution to be submitted to the President of the Senate, Speaker of the House of Representatives, the chairs of the appropriate subject matter committee of each house, and the Legislative Reference Bureau library. Requires a public hearing or informational briefing within 1 year of receipt of the report, except under certain circumstances. Requires a public hearing or informational briefing within 1 year of the publication of the performance audit reports. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature containing certain information regarding new, funded state programs within 1 year of the date on which the program's enabling Act became law. Authorizes the issuance of special purpose revenue bonds to assist Kohala Mountain Fish Company, LLC, in establishing The Village project. Effective 7/1/2050. (SD1)

Prohibits certain boards from taking adverse action against individuals possessing or applying for a license to practice medicine and surgery or nursing for providing abortion care services or gender affirming treatments in the State in compliance with the laws of the State, or being disciplined by another state for providing abortion care services or gender affirming treatments. Prohibits certain insurers from taking adverse actions against reproductive health care providers for providing abortion care services or gender affirming treatments. Prohibits court clerks from issuing subpoenas in connection with out-of-state subpoenas related to abortion care services or gender affirming treatments that are provided in compliance with the laws of the State. Prohibits the Department of Law Enforcement and the county police departments from participating in another state's investigations concerning abortion-related conduct, gender affirming treatments, or other reproductive health care or services that are lawful in the State. Requires the Attorney General to routinely submit to the Legislature and Governor reports of these requests for participation. Establishes additional protections for patient health information related to reproductive health services or gender affirming treatments. Establishes protections for certain information related to reproductive health services or gender affirming treatments that does not qualify as patient health information. Prohibits the State from penalizing individuals based on the individual's pregnancy outcomes or gender affirming treatments received or for aiding or assisting in a third party's abortion or gender affirming treatment.

Establishes the position of the Tourism Liaison Officer within the Office of the Governor. Makes an appropriation. Effective 6/30/3000. (HD1)

Establishes within the Department of the Attorney General, an Environmental Crimes Unit, which shall be a cooperative effort between the Department of the Attorney General and the Department of Health to investigate and prosecute crimes that pose substantial risks to the environment and public health. Appropriates funds.

Authorizes the court to release a defendant in custody on unsecured bail.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county. Effective 6/30/3000. (HD1)
