Repeals redundant regulations on hemp production, which will reduce costs for the State and Hawaii farmers. Amends hemp law in a manner that recognizes the unique constraints of Hawaii farmers, while protecting human health. Allows licensed hemp producers to sell hemp biomass. Requires transparency in labeling of hemp products to identify the percentage of Hawaiigrown hemp or hemp product in all hemp products. Requires and appropriates moneys for the Department of Health to hire or consult a toxicologist or consultant familiar with hemp industry standards for the purpose of setting defined action limits or exposure levels for different types of hemp products. Extends the State's hemp processor law through 7/1/2027. Repeals on 7/1/2027.

Appropriates moneys for grants pursuant to chapter 42F, HRS, for expenditure in fiscal year 2023-2024 for capital improvement projects.

Establishes an income tax credit for qualified media facilities and infrastructure projects. Requires annual reports to the Legislature. Increases the motion picture, digital media, and film production income tax credit for qualified productions that are entirely produced in the State. Changes the cap amount and aggregate cap amount of the motion picture, digital media, and film production income tax credit to unspecified amounts.

Requires the Department of Transportation to conduct a two-year study on the maximized use of recycled asphalt across the State. Requires a report to the Legislature. Effective 6/30/3000. (SD1)

Establishes the offense of fraud as a class B felony. Disqualifies a person from holding elective public office for a period of ten years upon conviction of fraud.

Part I: Clarifies that the Board of Land and Natural Resources shall not unilaterally amend the terms and conditions of any lease of public lands being extended pursuant to Act 149, Session Laws of Hawaii 2018, except as otherwise provided therein; and if the Board of Land and Natural Resources wishes to amend the terms and conditions of any lease of public lands being extended to reflect the Board's most current lease form and leasing practices and policies, such lease form and leasing practices and policies must be included in the rules of the Board. Defines "lease of public lands". Part II: Establishes a temporary public land trust working group within the Office of the Governor for administrative purposes only. Provides that the working group's sole purpose shall be to compile a definitive inventory of public land trust lands. Authorizes the working group to hire staff. Part III: Appropriates moneys to the Office of Hawaiian Affairs to be used for making repairs to bulkheads and revetments located in certain parcels conveyed to the Office. PART IV: Requires and appropriates moneys for the Office of Hawaiian Affairs to conduct a programmatic environmental impact statement for any development projects within the Kakaako Makai area of the public land trust. Part V: Appropriates moneys to the Office of Hawaiian Affairs for certain construction costs for the development of Kukaniloko.

Appropriates funds to provide enhanced payments for coronavirus disease 2019-related costs and lost revenues to adult residential care homes and developmental disabilities domiciliary homes that are caring for residents who receive Medicaid benefits, under certain conditions. Effective 6/30/3000. (SD1)

Gives authority to the Department of Agriculture to align state hemp production administrative rules with federal law, with regard to exemptions for fiber, fuel, and seed grain hemp crops.

Establishes a supportive housing pilot program in the Statewide Office on Homelessness and Housing Solutions. Appropriates funds. Requires reports to the Legislature. Effective 6/30/3000. (SD2)

Appropriates funds to the Adult Mental Health Division of the Department of Health to support increased behavioral health crisis stabilization beds. Creates a working group to get county input on possible sites for these crisis stabilization beds. Effective 7/1/2023.

Appropriates funds for positions and activities related to coconut rhinoceros beetle infestation control.

Establishes the Therapeutic Psilocybin Working Group.

Requires certain job listings to include an hourly rate or salary range. Takes effect 1/1/2024.

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)

Requires that the person or organization that filed an ethics charge to the Ethics Commission be informed of the status of the charge upon request, including the final disposition.
