Requires the senate president and house speaker to be notified in writing upon the receipt of any federal-aid moneys for expenditure by the State within ten days following receipt.

Short form bill relating to education.

Allows licensed physician assistants to perform certain abortions. Repeals the requirement that abortions be performed at certain locations. Clarifies that the State shall not deny or interfere with a pregnant person's right to choose to (1) obtain an abortion or (2) if necessary to protect the life or health of the patient terminate the pregnancy. Defines "abortion" and "nonviable fetus". Prohibits a covered entity from disclosing information relating to reproductive health care services. Prohibits the issuance of a subpoena in connection with an out-of-state or interstate proceeding relating to reproductive health care services legally performed in the State. Prohibits agencies from providing information or expending resources in the furtherance of out-of-state or interstate investigations or proceedings relating to reproductive health care services. Prohibits the State from taking adverse action based on pregnancy outcomes or for aiding or assisting a pregnant individual with accessing reproductive health care services. Requires the Governor to deny any demand for surrender of a person charged with a crime involving reproductive health care services unless the conduct constitutes a crime in the State or is made under Article IV, section 2, of the U.S. Constitution. Enumerates laws contrary to public policy and prohibits their application. Prohibits the issuance of a summons for persons to testify in another state with regard to lawful reproductive health care services. Clarifies under various licensing statutes that the provision or assistance in receipt or provision of certain services related to the human reproductive system cannot form a basis for disciplinary action. Prohibits the enforcement of a judgment or order arising from a foreign penal civil action or other penal law with respect to reproductive health care services. Deletes as a source of funds for the works of art special fund capital improvement appropriations for renovations.

Authorizes liquor licensees engaged in meal service to sell unopened beer, wine, and prepackaged cocktails with food for pick up, delivery, take out, or other means to be consumed off-premises. Authorizes liquor licensees holding class 4 retail dealer licenses to deliver purchased liquor to a customer's vehicle. (SD1)

Appropriates funds to the department of taxation for upgrades to software and computer systems. Requires the department of business, economic development, and tourism to work with the University of Hawaii on workforce development activities that support the development of the Hawaii Pacific Hydrogen Hub. Appropriates funds for the Hawaii Pacific Hydrogen Hub. (CD1)

Requires the State to consider hurricane resistant criteria when designing and constructing new state buildings, constructed on or after 7/1/2023, for the capability of providing shelter refuge.

Abolishes or reclassifies certain non-general funds of the Department of Taxation pursuant to the recommendations contained in Auditor's Report No. 22-14. Effective 7/1/3000. (HD1)

Short form bill relating to higher education.

Authorizes the board of land and natural resources to: (1) Amend and extend existing pasture leases for up to sixty-five years; (2) Issue new pasture leases by negotiation, if the lands are already under pastoral use; and (3) Develop agricultural and pasture lease rents based on the value of the land's agricultural uses. Specifies that agricultural multi-use lands under the management of the department of land and natural resources are not subject to transfer to and management by the department of agriculture. Before the transfer of non-agricultural park lands, authorizes the department of agriculture to request information from the department of land and natural resources related to the establishment of necessary and reasonable easements upon the lands. Requires the board of land and natural resources to revise its land classifications to include agricultural multi-use lands. Requires as a condition precedent for any valid withdrawal of lands out of pasture leases for reforestation purposes that the division of forestry and wildlife submit a funded action plan detailing the planned reforestation process for those lands and that the withdrawal be approved by the board of land and natural resources. Establishes and appropriates funds for an agricultural multi-use lands specialist position.

Requires employers to provide employees with written notice of the employee's shift schedule at least ten calendar days before the employee is scheduled to work, under certain circumstances. Requires certain employers to pay their employees twice as much as their regular rate of pay for time worked when their shift schedule was not timely given.

Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaii Register of Historic Places or has important value to Native Hawaiians or other ethnic groups of the State due to associations with cultural practices once carried out, or still carried out, at the property or associations with traditional beliefs, events, or oral accounts that are important to history, traditional practices, and cultural identity. Effective 7/1/2050. (SD1)

Establishes definitions for purposes of electronic voting. Specifies additional requirements and procedures with which the chief election officer must comply when using an electronic voting system, including procedures for conducting the post-election, pre-certification audit. (HD1)

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to update the State Agriculture Functional Plan to include other agricultural economic updates that expand the State's priority on food by increasing local food self-sufficiency and exports. Requires the Governor to submit the updated plan to the Legislature prior to the Regular Session of 2025. Effective 6/30/3000. (HD1)
