Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development. Requires the Working Group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the Legislature. Appropriates funds to establish the Working Group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the Office of Planning and Sustainable Development Statewide Sustainability Branch.

Establishes a task force to assess demographic data collection, processing, retention, and sharing procedures, needs, and challenges. Requires a report to the Legislature. (CD1)

Allows surviving immediate family members of deceased persons for whom law enforcement initiated an investigation to receive a copy of the closing report prepared by the investigating police department after a specified period of time. Sunsets 6/30/2025. (HD1)

Establishes the aquacultural area lease program within the department of agriculture to identify state facilities, state lands, and state marine waters that are suitable for use and lease as commercial aquacultural areas. Allows agencies having control and management of identified aquacultural areas to lease the facilities, lands, and waters to the department of agriculture. Allows the program to use the moneys in the aquaculture development special fund and requires the revenues obtained from aquacultural area leases to be deposited into the aquaculture development special fund. Imposes penalties and civil and criminal liabilities. Exempts the aquacultural area lease program from the Hawaii ocean and submerged lands leasing act. Effective 7/1/3000. (HD1)

Establishes a Prevent Suicide Hawaii Working Group within the Office of Wellness and Resilience. Requires the working group to focus on preventing suicides in the State, particularly among Native Hawaiians, Pacific Islanders, farmers, youth, LGBTQIA+, veterans, and other populations identified by the federal Centers for Disease Control and Prevention as a high-risk population for suicide; implement recommendations in the Prevent Suicide Hawaii Task Force's interim report; and report to the Legislature before the Regular Session of 2025. Transfers the business, processing, distribution, and marketing functions of the Aquaculture Program from the Department of Agriculture to the Agribusiness Development Corporation. Appropriates moneys. Effective 6/30/3000. (HD2)

Extends the sunset date for the Coffee Berry Borer and Coffee Leaf Rust Pesticide Subsidy Program to 6/30/2025 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2026. Requires the Department of Agriculture to report to the Legislature. Appropriates funds for the operation and implementation of the Pesticide Subsidy Program. (CD1)

Allows the Campaign Spending Commission to treat a respondent's failure to explain or otherwise respond to a complaint alleging a violation of campaign spending laws as a rebuttable presumption that a violation has occurred. Provides that the respondent shall have thirty days from the mailing of the complaint to respond before the presumption arises. (SD1)

Requires the campaign spending commission to serve preliminary determinations of probable cause via first-class mail, instead of certified mail. Establishes a presumption of receipt when the preliminary determination is mailed to the address contained in a candidate or committee organizational report.

Disallows a ballot issue committee to donate surplus funds to a community service, educational, youth, recreational, charitable, scientific, or literary organization. Disallows the use of campaign funds to purchase up to two tickets for an event or fundraiser held by another candidate or committee. Allows a candidate, treasurer, or candidate committee to make contributions to another candidate in an amount of not more than $2,000 per election period. Takes effect 3/22/2075. (SD1)

Clarifies that the deadline for proxy votes to be delivered to the Secretary for association meetings is 4:30 p.m. Hawaii-Aleutian Standard Time. Clarifies that any owner seeking nomination to the Association Board and wanting to receive proxy votes can submit a statement of qualifications that shall not exceed one single-sided eight and one-half inches by eleven inches page. Provides flexibility for an owner seeking nomination to the Association Board to provide an Internet Statement of Qualification.

Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.

Includes the establishment of a consistent and balanced framework for developing and implementing sea level rise adaptation strategies as an objective of the Coastal Zone Management Program. Includes the promotion of research, study, and understanding of the suitability and impacts of different sea level rise adaptation as a policy of the Coastal Zone Management Program. Includes the maintenance of a balance between public and private interests in implementing sea level rise adaptation and consideration of all appropriate sea level rise adaptations as policies of the Coastal Zone Management Program. Includes as a policy of the Coastal Zone Management Program that any construction on shoreline be allowed if it is determined to preserve, protect, or rehabilitate the beach of be considered vital development. Requires the County Planning Commission to allow proposed development within the shoreline area and within the sea level rise exposure area under certain circumstances. Prohibits any policy or guideline for setting special area use permit application procedures that has the effect of a rule without complying with the rulemaking process. Preempts any rule, policy, or guideline inconsistent with the Special Management Area Guidelines. Allows counties to require that shoreline setback lines be established at greater distances in certain circumstances. Provides that no variance be denied for maintenance, renovation, or repair of a lawful nonconforming structure with exceptions.

Appropriates moneys for the Department of Human Services to purchase, staff, and operate 2 mobile clinics to serve homeless persons residing in ohana zones.
