Requires, if sufficient funding is available, the Hawaii Housing Finance and Development Corporation to open at minimum two application periods each year for the receipt of applications for financing for the development of affordable housing in the State from the Low-Income Housing Tax Credit Program, Hula Mae Multi-Family Program, Rental Housing Revolving Fund Program, and Dwelling Unit Revolving Fund Program. Establishes an income tax credit to alleviate the high costs of production for farmers, ranchers, and fishers and incentivize growth in the agricultural sector in the State. Effective 6/30/3000. Applies to taxable years beginning after 12/31/2023. (SD2)

Requires the securing of mooring lines from vessels requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State, except the securing of mooring lines from vessels for purposes of shipyard or boatyard operations necessary for vessel drydocking, hauling, launching, or shifting used in conjunction with other shipyard or boatyard operations. Effective 6/30/3000. (HD1)

Establishes a local agriculture transportation cost reimbursement incentive program to be administered by the Department of Agriculture to reimburse eligible producers for a portion of the producer's costs to transport agricultural commodities. Makes an appropriation. (SD1)

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. Effective 7/1/3000. (HD2)

Amends the definition of "dangerous to self" as used in State law governing mental health, mental illness, drug addiction, and alcoholism. Defines the terms "gravely disabled" and "psychiatric deterioration". Broadens the term of "imminently dangerous to self and others" to persons who will likely be dangerous to self or to others within the next ninety days, rather than within the next forty-five days. Increases the maximum period of emergency hospitalization from forty-eight hours to seventy-two hours.

Requires the Board of Education, in collaboration with the University of Hawaii, to develop a Hawaiian Language Medium Education Kindergarten Entry Assessment to be administered by the Department of Education, beginning with the 2026-2027 school year.

Increases the amount of the fine for campaign spending law violations that may be assessed against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000, in an election period. Allows the campaign spending commission to order that the payment of a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

Prohibits a covered entity from disclosing communication or information relating to reproductive health care services. Prohibits the issuance of a subpoena in connection with an out-of-state proceeding relating to reproductive health care services legally performed in the State. Prohibits agencies from providing information or expending resources in the furtherance of interstate investigations or proceedings relating to reproductive health care services. Prohibits the State from penalizing, prosecuting, or otherwise taking adverse action based on pregnancy outcomes or aiding or assisting a pregnant individual with accessing reproductive health care services. Requires the governor to deny any demand for surrender of a person charged with a crime involving reproductive health care services unless the conduct constitutes a crime in the State. Enumerates laws contrary to public policy and prohibits their application as rules of decision in the courts. Prohibits the issuance of a summons for persons to testify in another state with regard to lawful reproductive health care services. Clarifies under various licensing statutes that the provision or assistance in receipt or provision of medical, surgical, pharmaceutical, counseling, or referral services related to the human reproductive system cannot form a basis for disciplinary action. Prohibits the enforcement of a judgment or order arising from a foreign penal civil action or other penal law with respect to reproductive health care services. Effective 12/31/2050. (SD1)

Requires the Clean Water Branch to perform water quality testing during brown water advisories and post informational signs to explain health risks associated with water runoff during brown water advisories. Requires the Department of Health to prioritize environmental justice issues when making certain assessments and determinations. Appropriates funds for the establishment of positions within the Department of Health. (SD1)

Clarifies when the identity of a police officer, who has been suspended or discharged following a misconduct incident, is to be disclosed in a county police department's annual report to the legislature.

Authorizes dispensaries to distribute medical cannabis propagules and cuttings. Authorizes only those persons who may cultivate medical cannabis to purchase the propagules and cuttings. Imposes quantity limits and quality requirements on medical cannabis propagules and cuttings. Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and manufactured cannabis products on or near the premises of dispensaries. Authorizes a non-registered qualifying patient to have immediate access to the medical use of cannabis for a period of one year from the date of the issuance of a medical provider's certification letter, given certain requirements. Provides senior citizens with greater access to the state medical cannabis program. Increases the number of medical cannabis dispensaries in the State by requiring the Department of Health to issue eight dispensary licenses to the Department of Hawaiian Home Lands. Allows primary caregivers, qualifying out-of-state patients, and caregivers of a qualifying out-of-state patient to access the waiting room within a medical cannabis retail dispensary. Clarifies violations related to medical cannabis dispensaries. Increases the number of medical cannabis dispensaries the Department of Health is authorized to issue in the State.

Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and medical cannabis products on the premises of dispensaries subject to Administrative Rules adopted by the Department of Health. Effective 12/31/2050. (SD1)
