Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigating the impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the Governor, Legislature, and Hawaii Climate Change Mitigation and Adaptation Commission. Limits the tax credits for research activities each taxpayer may receive to $1,500,000 per taxable year. Requires that every qualified high technology business be registered to do business in the State and occupy a business location and address in the State where at least seventy-five per cent of the company's employees are located to be eligible to receive tax credits for research activities. Increases the amount of available certified credits from $5,000,000 per year to $15,000,000 per year. Extends the sunset date for tax credits for research activities from December 31, 2024 to December 31, 2029.

Requires any person carrying an unloaded firearm in a motor vehicle to locate the firearm so as not to be readily or directly accessible from the passenger compartment of the vehicle or, if the firearm is being carried in a motor vehicle that does not have a compartment separate from the passenger compartment, to keep the firearm in an enclosed container that is locked, other than the glove compartment or console, and not in plain view.

Amends the definition of "dangerous to self" as used in State law governing mental health, mental illness, drug addiction, and alcoholism. Defines the terms "gravely disabled" and "psychiatric deterioration". Broadens the term of "imminently dangerous to self and others" to persons who will likely be dangerous to self or to others within the next ninety days, rather than within the next forty-five days. Increases the maximum period of emergency hospitalization from forty-eight hours to seventy-two hours.
