Creating the Historic Cemeteries Trust Fund within the Division of Historical Resources of the Department of State; requiring that moneys be deposited into the trust fund and disbursed by the division as provided in a specified provision, etc.

Requiring health insurers and health maintenance organizations to provide certain coverage; prohibiting such coverage from being subject to cost-sharing requirements, etc.

Revising requirements for Medicaid recipients to receive an offer for enrollment for long-term care services; requiring the Department of Elderly Affairs to maintain a statewide pre-enrollment list for certain services; providing that the initial assessment of an enrollee shall be reviewed or performed by the Comprehensive Assessment and Review for Long-term Care Services program; revising provisions relating to intermediate measures taken against an area agency on aging; providing requirements for the procurement of commodities or contractual services by area agencies on aging; limiting the salary of the chief executive officer and executive director of an area agency on aging; requiring the department to impose certain penalties; authorizing an area agency on aging to directly provide core services under certain circumstances; authorizing aging and disability resource centers to place certain clients on and release certain clients from pre-enrollment lists; requiring the clerk to disclose confidential information to the department under certain circumstances; requiring the department to provide specified records to the Legislature by a specified date, etc.

Defines "harmful to minors"; & revises list of materials used in classroom which are subject to objection process by parents or residents.

Creating the Genetic Counseling Education Enhancement Grant Program within the State University System; requiring the Board of Governors to award grant funds to state universities for specified purposes; requiring the program to reward excellence among genetic counseling programs based on specified criteria; prohibiting such funds from being used for specified purposes, etc.

Expanding a public records exemption for crime victims to include the name and personal identification number of a victim and any other information that could be used to locate, intimidate, harass, or abuse the victim; providing that such exemption includes the portions of records generated by any agency that regularly generates or receives information from or concerning victims of crime; providing for a public records exemption for the identity of a victim's family member, lawful representative, or next of kin and any other information that could be used to locate, intimidate, harass, or abuse these individuals; providing for future legislative review and repeal of the exemptions; providing a statement of public necessity, etc.

Provides that municipal service taxing unit whose primary purpose is to provide fire rescue & emergency medical services to residents in unincorporated areas of county remains service provider for specified length of time to real properties that are annexed into municipality; provides that geographical boundaries of municipal service taxing unit shall contract following annexation; prohibits Palm Beach County from levying ad valorem taxes through municipal service taxing unit on annexed real properties following annexation; requires annexing municipality to pay county annual service price for up to specified length of time; provides that county, through municipal service taxing unit, remains authority having jurisdiction & may continue to collect certain fees from annexed real properties; provides for transfer of services to annexing municipality & cessation of county jurisdiction to collect fees; provides circumstances under which such transfer & cessation may not occur; requires good faith discussions & negotiations between annexing municipality & county regarding transition of services & expenditure of assets for capital & operational purposes in areas proposed to be annexed; authorizes annexing municipality & county to enter into agreement on length of time for provision of county services, retention of county jurisdiction regarding fees, & annual service price payments; provides conflict resolution procedure in event annexing municipality & county do not enter interlocal agreement.

Providing conditions for the manufacture, delivery, hold, offer for sale, distribution, or sale of hemp extract; prohibiting the unpermitted business, street, or festival sale of hemp extract; requiring the Department of Agriculture and Consumer Services to preapprove advertisements; requiring such businesses and food establishments to keep certain records pertaining to lab results of hemp extract products and the suppliers of such products for a specified amount of time, etc.

Revising the required forms, motions, and information all clerk of the court offices must provide to assist petitioners; requiring the court, upon the filing of a domestic violence petition, to review the petition ex parte and set a final hearing at the earliest possible time under certain circumstances; revising what the clerk of the court, within a specified timeframe after the court sets the case for a final hearing, is required to transmit to the sheriff or a law enforcement agency for service; prohibiting a court from issuing mutual orders of protection, etc.

Requiring the Department of Financial Services to take immediate enforcement actions under certain circumstances; requiring certain adjusters to complete specified continuing education courses annually; specifying requirements for such courses; revising the grounds for compulsory disciplinary actions by the department against certain insurance personnel; prohibiting insurers from excluding the public adjuster's attorney from certain in-person meetings; requiring insurers to promptly provided third-party claimants with specified payments or assistance under certain circumstances, etc.

Provides that certain provisions regarding synthetic turf do not apply to certain community development districts; authorizes removal of certain members of boards of directors by recall elections; provides procedures and requirements for such recall elections including petitions to recall, recall committees, termination of recall proceedings, vacancies, date of recall elections, and post-recall eligibility for appointment.

Requiring an employer to sign an agreement with a state agency that is awarding an economic development incentive before becoming eligible for the economic development incentive; authorizing persons and entities to report a suspected violation to the Attorney General within a specified timeframe; requiring the Attorney General to determine whether a violation has occurred; requiring a state agency to execute a separate written agreement with the recipient of the economic development incentive before the state agency awards the economic development incentive, etc.

Removes provisions relating to creation of Florida Small Employer Carrier Reinsurance Program.

Requiring the Department of Health to consider all deficiencies in an application for a medical marijuana treatment center license cured if the sole remaining deficiency is the fact that the application was submitted by an entity in legal partnership with a certain eligible recognized class member, or his or her heir, rather than by the class member or heir as an individual; prohibiting the department from using such fact as a reason to deny an application for licensure, etc.

Requires electronic signatures for certain notarial acts to include specified information as watermark to prevent copying; r prohibits recording of certain instruments without specified identification; authorizes clerk of circuit court to return instruments for correction in specified circumstances; requires such instruments be returned within specified timeframe.
