Establishes Task Force on Diabetes Management; ; requires task force to develop certain criteria upon making certain determination; provides for membership & meetings of task force; authorizes State Surgeon General to reestablish task force; specifies procedures & duties if task force is reestablished; requires State Surgeon General to establish program under certain conditions by specified date; requires DOH to create & maintain website; requires federally qualified health centers or covered entities to make good faith effort to schedule appointments within specified timeline; authorizes pharmacist to prescribe & dispense 30-day supply of insulin drugs, glucagon drugs, diabetes devices, & diabetic ketoacidosis devices; prohibits pharmacist from requiring patients to pay more than certain amount for such drugs & devices; requires pharmacists to refer patient to federally qualified health center; requires department to provide certain notice to all pharmacists; requires health insurance policies & health maintenance contracts, respectively, to provide coverage for laboratory & diagnostic testing & screening for diabetes; prohibits health insurance policy & health maintenance contracts from exposing certain cost-sharing requirements; provides applicability; requires dispenser to report to electronic health recordkeeping system certain drugs & devices dispensed.

Prohibiting a person whose community association manager license is revoked from having an indirect or direct ownership interest in, or being an employee, a partner, an officer, a director, or a trustee of, a community association management firm for a specified timeframe; prohibiting a community association manager or a community association management firm from knowingly performing any act directed by the community association if such act violates any state or federal law; authorizing an association board meeting to be conducted in person or by video conference; requiring a cooperative association to create and maintain an online account with the division, etc.

Requires DOH to create informational poster relating to treatment of sudden cardiac arrest & make such poster electronically available; provides requirements for such poster.

Expresses support of the House of Representatives to require National Council of State Boards of Nursing to produce & distribute NCLEX examination & test preparation materials in Spanish.

Requiring that, beginning on a specified date, secretaries and executive directors of departments, chief administrative officers of certain units of state government, members of commissions and licensing boards, chairs of governing boards or certain chief executives of certain statewide entities, or any persons appointed to hold state office in the executive branch of state government be United States citizens and residents of this state; requiring that, beginning on a specified date, members of the Board of Governors of the State University System be United States citizens and either residents of this state or have graduated from a state university; prohibiting career service employees from using the influence of their positions for specified purposes, etc.

Provides that certain covered garden leave agreements are not restraint of trade or attempt to monopolize trade or commerce; requires court to enter preliminary injunction to stop covered employees, businesses, entities, or individuals if breach of covered garden leave agreement is alleged; provides that certain covered noncompete agreements are not restraint of trade or attempt to monopolize trade or commerce; requires court to enter preliminary injunction to stop covered employees, businesses, entities, or individuals if breach of covered noncompete agreement is alleged.

Provides county, municipality, other political subdivision of state, covered entity, or third-party agent that complies with certain requirements is not liable in connection with cybersecurity incident; requires covered entities & third-party agents to implement revised frameworks, standards, laws, or regulations within specified time period; provides private cause of action is not established; provides that fact that specified defendant could have obtained liability shield or presumption against liability is not admissible as evidence of negligence, does not constitute negligence per se, & cannot be used as evidence of fault; specifies defendant in certain actions has certain burden of proof.

Authorizes certain out-of-state licensed practitioners to conduct medical evaluations; requires certain students to receive electrocardiogram to participate in interscholastic athletic competition; provides exemption from such procedure; & provides immunity from liability.

Requiring parental consent for a minor's treatment for certain diseases; requiring a school district to provide parents with specified information before the district administers certain questionnaires or forms to students; revising exceptions for certain parental rights; creating the parental right to consent in writing to the use of a biofeedback device on a parent's minor child, etc.

Authorizes DMS to grant governmental entities access to specified electronic systems regarding certain vendors; specifies uses for which state governmental entities may use such systems; authorizes governmental entities to make certain determinations if certain affidavits submitted as part of competitive solicitation are not true; specifies that determination that affidavit is not true or that vendor is not responsible or responsive does not constitute decision or intended decision subject to protest.

Requiring the Department of Law Enforcement to conduct a feasibility study regarding the creation of a statewide pawn data database; specifying requirements for such database, etc.

Revising the structure of community redevelopment agencies to require a governing body to declare itself to be an agency; prohibiting a governing body from adopting any modification to a community redevelopment plan which expands the boundaries of the community redevelopment area or extends the time certain set forth in the redevelopment plan; revising the authorized activities of community redevelopment agencies; prohibiting community redevelopment agencies from paying for or financing by increment revenues certain projects; revising the date on which community redevelopment agencies must terminate, etc.

Revises uniform core curricula for state-approved teacher preparation programs, requirements for postsecondary educator preparation institutes, & competency-based professional learning certification programs to include specified mathematics content.

Requires DCF to provide specified data to Legislature as part of certain annual report; requires DCF to maintain copies of certain assessments or tools; authorizes DCF to waive specified requirement & issue provisional certificate if there is emergency need for new domestic violence center; authorizes DCF to grant certain exemptions to standards & requirements; requires DCF to develop child protective investigator & case manager recruitment program; provides program requirements & DCF duties; removes requirement that entity post specified fidelity bond in order to serve as lead agency; provides immunity from liability for subcontractors of lead agencies for certain acts or omissions; requires DCF to develop 4-year pilot program for treatment foster care; provides requirements for pilot program; specifies that incentives provided to state employees for participating in research or evaluation with Florida Institute for Child Welfare do not violate certain laws or require certain reporting; requires DCF to convene case management workforce workgroup; provides membership, duties, & responsibilities of workgroup; requires DCF to contract for detailed study of bed capacity for residential treatment services for child victims of commercial sexual exploitation.

Revises definition of "critical infrastructure facility"; provides exception to prohibition on operating drone over critical infrastructure facility; increases criminal penalty for certain prohibited actions relating to drones; defines "unmanned aircraft" & "unmanned aircraft system"; prohibits certain actions relating to unmanned aircraft or unmanned aircraft systems; provides exception; provides criminal penalties; revises & provides exceptions to certain prohibited actions relating to drones; & provides criminal penalties & applicability.
